Raytheon has an immediate need for a Senior Program Operations Manager (POM) located in McKinney, TX. The Program Operations Manager will be a member of our Advanced Products and Solutions Business Unit. This key role will lead the PhantomStrike® CHIRP manufacturing team and be responsible for ensuring successful execution and on-time delivery of our systems. The POM will drive overall management and participation in all phases of program development from capture and proposals through development, execution, and close-out. This position provides overall management and coordination of recurring and non-recurring manufacturing resources to support program requirements, lead Operations through RLPM Gate processes, developing Manufacturing Plans, Transition to production plans, and CAM responsibility while supporting EVMS (Earned Value Management Systems) reporting requirements. This role will be the primary interface across all operations value streams, programs and factories.

What You Will Do

  • Represent the integrated product team by compiling and presenting operations performance and other content to customers and internal senior leadership. 
  • Accountable for all operations team cost, schedule, and quality
  • Manage the coordination and execution of program schedules with Global Supply Chain Management, Subcontracts, Engineering, and other functional areas.
  • Support Manufacturing Operations strategy and utilize CORE best practices.
  • Lead the effort to develop and implement cost reduction initiatives for both recurring efforts and new business opportunities.
  • Coordinate Operations bids for new development and production proposals.
  • Generate production plans, make/where plans, and write manufacturing sections of technical proposals.
  • Establish key elements of strategic and tactical operation plans.
  • Interface with customers to understand customer needs and issues and ensure that the customers receive satisfactory standards of service.
  • Define clear operational schedules, priorities & goals for each Strategic Make Center
  • Coordinate & develop operations requirements for all gate reviews & execute proposed strategies from early gate reviews for effective implementation in future production.
  • Develop and lead supply chain proposal activities including task descriptions, labor requirements and basis of estimates that match the price to win (PTW) strategies.
  • Travel domestically; not exceeding 25%.
  • Identify and execute opportunities for process and yield improvement.
  • Create and manage a complex IMS using Microsoft Project and MRP principles.
  • Lead teams in cost reduction initiatives and manufacturing cycle time reduction

Qualifications You Must Have

  • Typically requires a university degree or equivalent experience and minimum 10 years prior relevant experience, or an advanced degree in a related field and minimum 7 years experience.
  • Minimum 8 years experience working in a manufacturing industry/role. 
  • Minimum 5 years experience creating/developing manufacturing plans.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Qualifications We Prefer

  • Experience with configuration management and/or engineering change processes.
  • Experience as a Control Account Mgt (CAM).
  • Experience with Transition-to- Production (T2P).

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
