Job description

Job Title: Director of Leasing Operations
Job Classification: Exempt
Position Type: Direct Hire

Position Overview: The Director of Leasing Operations is a senior-level administrative position, responsible for directing the development and operation of rent subsidy programs, tenant certification services, and special leasing programs. Work is performed in accordance with the Public Housing Law of New York State and regulations issued by the U.S. Department of Housing and Urban Development (HUD). The Director operates under the general supervision of the Deputy Executive Director and exercises general supervision over program managers.
 
  • Duties & Responsibilities:  Plans and coordinates operations of agency's leasing and subsidy programs; develops and revises program policies and procedures ensuring adherence to HUD regulations and excellent customer service.
  • Oversees functional areas including the Housing Choice Voucher (HCV) Program, homeless programs, homeownership programs, landlord recruitment, and tenant certification.
  • Monitors and evaluates program operations for regulatory compliance, performance metrics, and cost efficiency.
  • Gathers and analyzes federal, state, and local housing regulations and trends to inform leasing strategies.
  • Provides reports and recommendations on program expansion and its impacts on staffing, budget, and physical space.
  • Leads departmental training and professional development programs.
  • Responds to inquiries from tenants, landlords, elected officials, and advocacy groups concerning program policies.
  • Promotes leased housing programs to property owners to expand the supply of quality, affordable housing.
  • Develops and implements recruitment strategies for landlord participation.
  • Represents agency in interactions with HUD, partner agencies, municipalities, and other housing authorities.
  • Prepares program budgets, funding proposals, and justifications.
  • Supervises and reviews reports from managers and prepares reports for executive review.
  • Coordinates leasing activities across multiple municipalities in agency five-county service area.
  • Represents the Authority on intergovernmental committees and speaks publicly on housing issues.
  • Oversees research, planning, and submission of funding proposals to HUD and other agencies.
  • Prepares monthly reports and presents at Board of Commissioners and Committee meetings.
Knowledge, Skills, and Abilities
  • Knowledge of HUD’s Housing Choice Voucher, Project-Based Voucher, and related rental assistance programs.
  • Understanding of federal and state regulations on leasing, management, and maintenance of rental housing.
  • Proficiency in public sector planning, budgeting, and staffing analysis techniques.
  • Familiarity with marketing strategies related to housing program promotion.
  • Strong written and verbal communication skills.
  • Ability to prepare reports and presentations for both internal and external stakeholders.
  • Ability to work effectively with diverse populations, including those in distress.
  • Fair and consistent application of policies and procedures.
  • Ability to manage a department of 50+ staff and oversee multiple programs simultaneously.
  • Capacity to lead organizational change and implement updated program models.
  • Competence in developing and managing budgets and seeking organizational opportunities.
  • Understanding of community organizations and local human services networks.
  • Ability to develop compliant grant proposals and funding applications.
  • Proven success ensuring regulatory compliance across multiple programs.
  • Expertise in preparing and overseeing budgets for federally funded housing programs.

Minimum Qualifications
A) Master’s degree and three (3) years of experience in managing public or private housing programs, with demonstrated knowledge of Federal (HUD) guidelines.
OR
B) Bachelor’s degree and four (4) years of relevant experience as above;
AND
  • One (1) year of experience managing a Section 8 Housing Assistance Program;
  • One (1) year of experience in a supervisory capacity.
OR
C) A minimum of ten (10) years of experience directing/managing a Section 8 Housing Assistance or equivalent program, including direct oversight of a large staff and a documented record of success.
