The Budget Analyst supports the financial operations of the Deputy Assistant Secretary of the Army for Financial Operations and Information (DASA-FOI) within the Resource Acquisition Division (RAD). This role contributes to the formulation, execution, and tracking of budgets across Operations & Maintenance (O&M), Research, Development, Test & Evaluation (RDT&E), and Procurement Defense-Wide (PDW) funding. The analyst also serves as a liaison between RAD and the Comptroller’s Office, assisting with the coordination of funding actions, document reviews, and financial reporting.

ESSENTIAL REQUIREMENTS
The ability to obtain, maintain and access classified information at the Secret level.
Familiarity with DoD financial policies, funding structures, and execution processes.
Proficient in Microsoft Excel, including pivot tables and formulas.
Preferred experience using Power BI or similar dashboarding tools.
Excellent communication and interpersonal skills.
Preferred experience with the Department of Defense (DoD) and/or the U.S. Army.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Assists in the creation and maintenance of annual spend plans in alignment with DoD and FM&C benchmarks.
Supports the preparation and review of Appropriation and Working Capital Fund (WCF) exhibits and justification materials.
Prepares and updates financial reports, dashboards, and budget briefings.
Tracks execution of funds and monitor spending trends to support programmatic decisions.
Verifies line of accounting (LOA) data and quality-check purchase requests and funding documents.
Collects signed financial documentation (e.g., funding acceptances, contract mods) for obligation processing.
Serves as a liaison to the Comptroller’s Office and other stakeholders to resolve funding issues and coordinate timely financial actions.
Assists with invoice validation, billing package documentation, and support agreement tracking.
EDUCATION AND EXPERIENCE
Bachelor’s degree in Finance, Accounting, Business Administration, or related field and a minimum of two to four (2–4) years of experience in budgeting or financial analysis, or an equivalent combination of education/experience.

Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
