Job description

[What the role is]

To provide strategic HR leadership and drive transformation by delivering key organization-funded initiatives, strengthening talent pipelines, and aligning HR functions with the agency’s long-term vision. The role aims to enhance organizational capability through effective workforce planning, HR innovation, and business partnership, while fostering a culture of excellence, well-being, and continuous improvement.

[What you will be working on]

CORE Duties

1. Project Management:
- Oversee and ensure the successful delivery of three NCSS-funded projects—Job Architecture, Performance Management, and Strategic Workforce Planning. The expectation is to meet all project deliverables and timelines as outlined by NCSS.
- Ensure proper project governance, risk management, and reporting to the HR Director and senior leadership.

2. HR Transformation and Strategic Planning
- Develop and implement HR transformation initiatives by aligning HR strategies with the organization’s long-term goals. This includes refining HR processes, policies, and systems to support sustainable organizational growth.
- Work closely with the HR Director to ensure that the initiatives are in alignment with the organization’s strategic vision.

3. Talent Management and Succession Planning
- Develop and implement strategies for effective talent management and succession planning to ensure a strong leadership pipeline and workforce sustainability.
- Work closely with Division heads to identify high-potential talent and create personalized development plans.

4. Developing Business Partnership Model
- Design and implement an effective business partnership model.
- Align HR services and strategies with organizational goals, ensuring that HR serves as a trusted advisor and partner in driving departmental and organizational success.

5. HR Team Restructuring
- Work closely with the HR Director in the restructuring and optimization of the HR team to improve performance, enhance efficiency, and ensure alignment with the organization’s evolving needs.
- Assess the current team structure, define clear roles and responsibilities, and implement changes to streamline processes and maximize productivity, ensuring alignment with the organizational strategy.

 

6. HR Team Upskilling
- Enhance the capabilities of the HR team by conducting targeted upskilling programs, fostering a culture of continuous learning, and ensuring the team stays equipped with modern HR practices.
- Establish measurable goals for upskilling and track progress to ensure continuous improvement.

7. Wellbeing Workgroup
- Work with the Wellbeing Workgroup to create a comprehensive wellbeing framework for the organization. This includes collaborating with key stakeholders to design and implement human-centered initiatives that promote physical, mental, and emotional wellbeing, ensuring a holistic approach to employee health and work-life balance.
- Measure the impact of wellbeing initiatives on employee engagement and retention.

8. Compensation and Benefits Strategy
- Review and update compensation and benefits policies to ensure competitiveness in the market.
- Develop strategies to attract, retain, and motivate top talent while aligning compensation and benefits with organizational goals.
- Regularly assess compensation trends and provide recommendations.

9. Employee Engagement and Retention
- Develop strategies to increase employee engagement, improve workplace culture, and reduce turnover.
- Conduct regular employee surveys, analyze feedback, and implement initiatives to create a supportive and engaging work environment.
- Measure success through employee engagement scores and retention metrics.

10. Any other general duties as may be required.
