Job Summary
The Transportation Planning Administrator manages, leads, directs, and oversees urban planning professionals performing urban research and conducting planning studies, administering planning studies and programs, developing planning policies and recommendations, and coordinating with internal departments and external agencies.
Job Description
Essential Functions
1 Develops and presents transportation recommendations by evaluating demographic, zoning, economic, geographic, infrastructure, and other pertinent information.
2 Manages, directs, oversees, and coordinates the activities of a professional staff responsible for transportation planning activities to make recommendations to department leadership on those issues; processes and assigns workload, monitors completion, and manages performance evaluations and feedback; manages budget, acquisitions, annual department projections, and general workplan objectives.
3 Reviews, evaluates, and monitors work of subordinates to ensure work is done accurately and efficiently in accordance with professional, city, state, and federal standards; organizes and coordinates learning and training opportunities for the staff through various means; participates in hiring and on-boarding process in collaboration with Human Resources.
4 Identify the need and create the framework and policy recommendation for approval by City Engineer and Transportation & Public Works Director and adoption by City Council to direct the transportation vision and work for the City, including the Thoroughfare Plan, Vision Zero, and the Bike Plan.
5 Research, develop, and implement innovative transportation planning methods including plans and programs for auto, bicycle, streetcar, pedestrian, and transit infrastructure improvements.
6 Oversee the data gathering, analysis and recommendations involved in conducting long range studies of multi-modal travel conditions.
7 Recommends the development of new policies, strategies and ordinances regarding transportation.
8 Negotiates, drafts, manages and administers contracts and agreements with consultants, contractors, and external organizations to achieve goals and protect the City's interest in various projects.
9 Under the direction of the City Engineer, updates and maintains the City’s Street Design Manual, which provides critical direction of how streets are designed, and transportation projects implemented within the city.
10 Provides information in writing, over the phone, and in public or private meetings in response to City Council, City Manager's Office, outside agency, and citizens' requests.
11 Coordinates planning project activities with neighborhood associations, business owners, elected/appointed officials, and other City departments.
12 Represent City interests with elected officials, community stakeholders, businesses, neighborhood organizations to craft policy and ensure regional and city capital projects are built to advance City’s adopted transportation-related vision and goals.
13 Coordinate with County, Dallas Area Rapid Transit, and State planning and capital transportation projects to ensure City policy and goals are being advanced on projects in the city that are led by other jurisdictions.
14 Directs thoroughfare plan amendments through meetings with developers and property owners, document preparation, scheduling public hearings, property owner notifications, and updating map changes.
15 Prepares reports, comprehensive plans, and recommendations for committee meetings, City Council, and similar officials on transportation matters.
16 Performs all other work as needed or assigned.
Knowledge, Skills And Abilities
- Thorough knowledge of principles, methods, and techniques of urban planning.
- Considerable knowledge of transportation planning and traffic engineering principles, applications and analysis methods.
- Considerable knowledge of engineering principles and practices and their application in the assigned area.
- Knowledge of alternative modes of transportation and innovative approaches to improving mobility is highly desirable.
- Ability to manage large, complicated transportation projects or plans/policies with multiple stakeholders.
- Ability to develop and execute public engagement plans.
- Ability to effectively communicate with policymakers, etc.
- Thorough knowledge of personnel and administrative procedures.
- Knowledge of procurement processes and contract management.
- Ability to plan, organize, and administer activities in the assigned area.
- Ability to manage multiple projects.
- Knowledge of budget and budget preparation.
- Ability to develop and make presentations to various groups.
- Ability to speak publicly and make strong presentations.
- Ability to lead, manage, oversee, and train subordinate staff and motivate multi-disciplinary staff.
- Communicating effectively verbally and in writing.
- Establishing and maintaining effective working relationships.
Minimum Qualifications
EDUCATION
- Bachelor's Degree from an accredited college or university in City (Urban, Community, Regional) Transportation Planning, Public Administration, or Engineering, or related field.
Experience
- Ten (10) years of professional-level experience related to transportation planning, urban design, or landscape architecture.
AND
- Five (5) years of supervisory or management responsibilities
EQUAVALENCY
- High school diploma or GED plus fourteen (14) years of the required experience including five years supervisory/management responsibilities will meet the education and experience requirements.
- Associate degree in any field plus twelve (12) years of the required experience including five years supervisory/management responsibilities experience will meet the education and experience requirements.
- Bachelor's degree or higher in a non-specified field plus twelve (12) years of the required experience including five years supervisory/management responsibilities will meet the education and experience requirements.
- Master's degree or higher in a specified field plus eight (8) years of the required experience including five years supervisory/management responsibilities will meet the education and experience requirements.
LICENSE
- Driver license with a good driving record.
CERTIFICATION
- American Institute of Certified Planners Certification (AICP) is preferred.
Salary Range
$89,442.77 - $111,803.46
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
