Project Management:
- Lead the planning, execution, and delivery of IT-AMS projects, ensuring alignment with OHS objectives and compliance with federal regulations.
- Develop and maintain an Integrated Master Plan and Integrated Master Schedule that includes clear milestones and performance indicators throughout the project lifecycle.
Facilitation and Collaboration:
- Facilitate collaboration among internal and external stakeholders, including grant recipients, OHS staff, and other relevant parties, to assess infrastructure needs and provide innovative digital solutions.
- Organize and facilitate meetings, training sessions, and workshops to communicate project goals, updates, and expectations.
Design and Development:
- Oversee the design, implementation, and enhancement of IT-AMS, including the development of new functionalities and maintenance of existing systems.
- Ensure the maintenance and operational support of applications, including troubleshooting, bug fixes, and compliance with security protocols.
Data Management and Analysis:
- Support the collection and analysis of PII and non-PII data to develop reports and identify trends related to OHS program missions.
- Utilize automated measurement techniques and multimedia data collection methods to enhance data integrity and reporting efficiency.
Regulatory Compliance:
- Maintain and ensure the Authority to Operate (ATO) for IT systems, adhering to HHS security requirements and governance frameworks.
- Conduct periodic reviews and audits to assess compliance with the Head Start Program Performance Standards.
Innovative Solutions and Integration:
- Develop user-friendly links between OHS oversight activities and other digital monitoring systems to streamline processes and improve data accessibility.
- Explore integration solutions with state licensing and QRIS systems to enhance operational efficiency.
Performance Monitoring:
- Effectively manage project schedules, performance metrics, risks, and resources, ensuring timely delivery of services and products.
- Employ industry best practices in program management to govern process integration and improve productivity and quality.
- Bachelor’s degree in Information Technology, Project Management, Public Administration, or a related field. A Master’s degree is preferred.
- Proven experience in project management, particularly in the context of IT systems and program monitoring.
- Demonstrated ability to lead cross-functional teams and facilitate stakeholder collaboration.
- Strong technical skills in database programming, system analysis, and data management.
- Knowledge of federal regulations and compliance standards relevant to Head Start programs.
- Excellent communication, analytical, and problem-solving skills.
