SAIC is seeking a Chief Systems Engineer to support the AF TENCAP HOPE 2.0 contract. The AF TENCAP HOPE 2.0 contract bridges intelligence community collection architectures, capabilities, and technologies with DoD operational and tactical requirements. This effort will deliver rapid, innovative, and cost-effective capabilities to meet warfighter needs, and will include bringing national capabilities to bear cross all warfighting domains spanning intelligence, surveillance, reconnaissance, combat applications, battlespace awareness, command and control, multi-level security and mission programs. This next generation approach shall employ the latest advancements in geolocation and tagging, sensor and data fusion, unconventional / asymmetric warfare, situational awareness, cyberspace and spectrum warfare, large data analytics, data lake, jamming technologies, sensor technologies, geo-registration to deliver a cutting-edge approach.
This position requires an active Top Secret clearance with SCI eligibility and is hybrid customer site in Colorado Springs***
As the Chief Systems Engineer on the AF TENCAP HOPE 2.0 project, you will work closely with the Lead Systems Engineer (LSE) to deliver rapid, innovative, and cost-effective capabilities across all warfighting domains. Your expertise will be essential in driving systems engineering efforts and ensuring successful project outcomes.
The ideal candidate will have extensive experience in systems engineering, complex system design and integration, and a strong background in supporting DoD service organizations and Intelligence Community agencies. The candidate should be proficient in Model-Based Systems Engineering (MBSE) and/or Agile DevSecOps methodologies and have experience leading engineering teams. This role requires technical leadership, strategic vision, and the ability to manage multiple projects in a matrixed environment. The Deputy Lead Systems Engineer will also be responsible for overseeing different project leads, ensuring effective program and project management, and maintaining clear communication with stakeholders.
Key Responsibilities
Collaborate with the LSE to implement systems engineering management principles and best practices.
Develop and maintain Systems Engineering Management Plans (SEMP).
Utilize MBSE and Agile DevSecOps methodologies for project execution.
Ensure rigorous requirements management, including development, verification, validation, and traceability.
Coordinate cross-functional teams for hardware and software integration.
Conduct risk management and facilitate technical reviews and audits.
Oversee and manage different project leads, ensuring alignment with project goals and objectives.
Perform technical and mission analyses.
Execute Test and Evaluation (T&E) activities to validate system performance.
Engage with government stakeholders to provide technical support and gather feedback.
Ensure effective program and project management, including scheduling, budgeting, and resource allocation.
Conduct trade studies and comparative performance assessments of system and architecture alternatives.
Participate in hiring processes to attract top talent and support new hires through comprehensive onboarding and integration.
Provide guidance and mentorship to team members, conduct performance reviews, set clear goals, and identify opportunities to foster professional growth and continuous learning.
Promote a collaborative and inclusive work environment, encourage open communication, and support a positive work culture.
Effectively manage and coordinate team members across different projects and functional areas, ensuring resource allocation aligns with project goals and organizational priorities.
Qualifications
REQUIRED EDUCATION AND EXPERIENCE
Active Top Secret Clearance with ability to obtain a TS/SCI.
Bachelor’s degree in Engineering or a related field.
18 Years of Experience in an Engineering Discipline support DoD/IC Customers.
10 years of experience supporting Classified DoD/IC Systems.
5 Years of Experience in Leading Technical Teams.
5 Years of Experience in Project/Program Management.
Experience with SIGINT and/or GEOINT Collection, Processing, Exploitation, and/or Dissemination.
Desired Experience
Master’s degree in Engineering or a related field Certification in Systems Engineering (e.g., INCOSE CSEP, DAU SE) or Project Management (e.g. PMP).
DoD 8570/8140 certifications or equivalent in Information Assurance and Cybersecurity (e.g., Security+ or higher).
Experience with MBSE and Digital Tools (e.g., Aras Innovator, Cameo, DOORS, AF SIM).Experience working in an Agile team/framework.
Target salary range $200,001 - $240,000.
