About the Opportunity:

This position is responsible for a wide array of activities and services related to systems development and management, including but not limited to design, analysis, security, support and maintenance of the California Public Safety Microwave Network (CAPSNET) Core Infrastructure. This position independently performs systems administration, analysis, management, and client support; implements security control utilizing industry tools/standards, best practices, frameworks, and technologies. This role will also serve as a project manager and server administrator, responsible for overseeing the network project requests from client engineering units (CEU). This position performs duties within the Business Technology Management, Client Services, System Engineering and Information Security Engineering domains.

Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience with:

  • Experience with Layer 3 routing protocols.
  • Experience with vulnerability assessment and penetration testing.
  • Experience with switches, routers, firewalls, IPS, NAC, VPN concentrators.
  • Experience with packet capturing and interpretation.
  • Experience with consolidating Network services, reducing operating costs, expanding service offerings.

Knowledge of:

  • Knowledge of State Administrative Manual 5300 Information Technology, 4530 Public Safety.
  • Knowledge of project management principles.
  • Knowledge of security policies.

Ability to:

  • Ability to establish and maintain effective working relationships.
  • Ability to analyze and troubleshoot network devices and endpoints.
  • Ability to communicate effectively both orally and in writing.
  • Ability to facilitate interaction and coordination with other technical staff across multiple disciplines to track a complex technical project.
  • Ability to apply strong analytical and troubleshooting skills, along with effective communication and public relations abilities.
  • Ability to identify and implement proactive measures to prevent potential issues, including planning and future-proofing technologies to ensure long-term effectiveness and stability.


Working Conditions:

Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The Logistics Directorate is responsible for a wide variety of Cal OES functions, including asset management, fleet administration, facilities management, information technology systems, warehousing, forms and records management, mail operations, copy service center, green programs, public safety communications, and emergency and disaster logistics.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
