About The Role

As Payroll Manager, you'll lead the full scope of our payroll operationsmanaging everything from weekly payroll processing and prevailing wage compliance to benefits administration and employee transitions. This role demands more than routine payroll experience; you will take full ownership of a highly regulated, high-volume payroll system in the construction sector.

You'll collaborate regularly with Human Resources and our benefits insurance broker and their team to ensure seamless benefits administration and compliance. Additionally, this position reports directly to the Controller, giving you visibility and support from senior-level HR and finance leadership in a professional, well-structured organization.

This role is primarily in-person, with hybrid flexibility available for the right candidate.

Key Responsibilities

  • Lead and manage full-cycle payroll processing using HH2 Remote Payroll and Sage 100 Contractor.
  • Ensure accurate and timely execution of payroll for both field and administrative staff.
  • Maintain expert-level compliance with California wage and hour laws, including:
  • Overtime calculations
  • Meal and rest period regulations
  • Meal period penalties and waivers
  • Other related mandates
  • Manage all aspects of certified payroll compliance, including DAS 140/142 filings, LCP Tracker entries, and Section 3 reporting for federally funded projects.
  • Coordinate with field supervisors to verify job hours and cost codes for accurate labor reporting.
  • Administer employee benefits (medical, dental, vision, life, AD&D, LTD, and 401(k)) in coordination with HR and the benefits broker.
  • Support employee onboarding/offboarding as it relates to payroll and benefits.
  • Prepare and reconcile payroll tax reports and oversee garnishments, direct deposits, and 401(k) contributions.
  • Maintain confidential records and enforce internal audit and compliance standards.
  • Serve as the go-to authority for all payroll-related issues.

What We're Looking For

  • 5+ years of construction payroll/accounting experience, including certified payroll.
  • Expert-level knowledge of California wage and hour compliance, including prevailing wage laws and certified payroll reporting.
  • Proficiency with HH2 Remote Payroll, Sage 100 Contractor, and LCP Tracker (or equivalent platforms).
  • Proven track record of owning and optimizing payroll operations independently.
  • High attention to detail, accountability, and a solutions-oriented mindset.
  • Ability to meet strict deadlines and manage multiple priorities in a fast-paced environment.
  • Strong collaboration skills across departments, especially with HR and benefits partners.
  • Spanish fluency is a plus but not required.

Performance Expectations (Key Result Areas)

  • 100% on-time and accurate payroll submission weekly.
  • Zero compliance issues related to certified payroll or wage and hour laws.
  • Clear, verified reconciliation of payroll hours, job numbers, and tax reports.
  • Timely processing of garnishments, tax payments, 401(k), and benefits contributions.
