ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:
- Operations Coordination Department (Office of the Deputy to the Director) (DDR)
- Projects, Partnerships & Digital Skills Department (PPS)
- Digital Networks & Environment Department (DNE)
- Digital Knowledge Society Department (DKS)
To be successful, BDT must create clear and simple mechanisms to develop partnerships with donors, foundations, and the private sector, and coordinate the delivery of these resources to meet the needs of Member States. The Projects, Partnerships & Digital Skill Department (PPS) provides a forum for Member States to collaborate in our Study Groups. To create the necessary synergy, resource mobilization and project design are combined in this department. The Department is responsible for the strategic planning that will properly position the BDT to accomplish its organizational goals and objectives, fostering partnerships and mobilizing resources. As well, it provides expertise in the areas ICT capacity and digital skills development, essential activity to help to close the Digital Divide. It also undertakes initiatives and activities in the framework of the WTDC Plan of Action and strengthen relations with the ITU-D membership.
BACKGROUND INFORMATION
The ITU “Capacity Development for Digital Transformation” project aims to enhance the skills and knowledge of government officials and policymakers worldwide, supporting national efforts in digital transformation. This project designs and implements online and face-to-face training courses delivered via the ITU Academy, the organization’s primary training and learning platform. These courses cover a broad range of topics, including digital trade.
TERMS OF REFERENCE
The consultant will work under the overall guidance of the Head of the Capacity and Digital Skills Development Division, and in close coordination with the Senior Project Manager of the project “Capacity development for digital transformation”, within the Projects, Partnerships and Skills (PPS) Department of the BDT, to design and deliver an online instructor-led training course on ‘Digital trade regulation’ through the ITU Academy platform which is the main ITU hub for capacity development activities.
In particular, the consultant will:
- Propose an online instructor-led course on the topic of ‘Digital trade regulation’ based on the ITU Academy training course outline template.
- Incorporate the feedback and inputs from ITU regarding the training course details, learning design and format, to ensure alignment of final learning outcome.
- Develop a comprehensive set of training materials that correspond to the agreed training course description/outline, consisting of PowerPoint slides with delivery notes for each module, session, etc.
- Develop corresponding practical exercises, scenarios, case studies and assessment activities (such as individual and group assignments, quizzes, pre- and post- assessments) for online delivery of the training.
- Follow the ITU Academy Quality Assurance Checklist and conduct regular checks to ensure alignment to these during the preparation of all materials and the delivery of the training course.
- Prepare all other relevant materials for the training such as quizzes, final report, and coordinate with the project team on platform management.
- Deliver the training as per the agreed Training Course Outline (TCO).
CONCRETE DELIVERABLES
- Development and submission of a detailed Training Course Outline to ITU.
- Definition and confirmation of training delivery dates in alignment with the Training Course Outline.
- Preparation and finalization of all necessary training materials before the commencement of the training.
- The training platform is updated and ensured in collaboration with the Project team before the training starts.
- Conduct and delivery of the training as per the approved Training Course Outline.
- Compilation and submission the End of Training (EoT) Report on the ITU Academy platform.
COMPETENCIES
Excellent knowledge of digital trade and regulation, emerging technologies, international governance, regulatory environment, knowledge sharing, capacity development.
QUALIFICATIONS REQUIRED
Education:
Advanced university degree in economics, trade, finance, telecommunication, law, management, computer science, information technology or a relevant field such as engineering OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
Experience:
At least ten (10) years of progressively responsible experience in the field relevant to the to the Special Service Agreement (SSA) including at least five years at the international level. Experience in training course design and delivery via online environments, to global audiences coming from a diverse professional background.
Languages:
Knowledge of English at advanced level. Knowledge of a second official language of the Union (French, Arabic, Chinese, Russian, Spanish) would be an advantage.
REMUNERATION INFORMATION
Between USD 280 to USD 360 per working day to be defined according to the work experience of the consultant.
