Job Description:
The Tennessee Department of Education is seeking a Senior Product Owner to lead and manage IT solutions supporting K-12 education programs. This role requires expertise in Agile methodologies, product lifecycle management, and stakeholder engagement. The ideal candidate will work closely with IT teams and business units to define, prioritize, and deliver technical solutions aligned with the department's strategic goals.
Specialty Areas:
• Product Ownership & Strategy – Define and manage IT product vision and roadmap, ensuring alignment with program goals.
• Requirements Gathering & Prioritization – Translate business needs into functional requirements and maintain product backlog.
• Stakeholder Engagement & Communication – Serve as a liaison between business units and technical teams, ensuring alignment and transparency.
• Agile & Scrum Practices – Drive Agile principles, lead scrum ceremonies, and foster iterative development practices.
• IT Solution Management – Oversee the implementation and enhancement of IT solutions for education programs.
• Project Coordination – Collaborate with project managers and scrum masters to ensure efficient and effective solution delivery.
Responsibilities:
• Define and manage product vision, strategy, and functionality for IT solutions supporting education programs.
• Work across multiple teams and program areas to ensure seamless integration of technology solutions.
• Establish subject matter expertise in IT solution functionalities, defining acceptance criteria and priorities.
• Lead the intake process for new functionalities, ensuring business needs are addressed.
• Build and maintain strong relationships with program areas, acting as a trusted advisor for IT solutions.
• Drive Agile methodologies, including backlog grooming, sprint planning, and iterative enhancements.
• Ensure documentation of IT solutions, including requirements, workflows, and system functionalities.
• Identify risks, mitigate potential issues, and adapt to changing business needs.

Mandatory Requirements:
• Minimum 3-5 years of experience as a Product Owner in IT solution delivery.
• Expertise in Agile methodologies and experience leading scrum ceremonies.
• Strong ability to document and prioritize IT solution requirements.
• Experience working in multi-year program delivery with multiple stakeholders.
• Strong communication, presentation, and relationship-building skills.
• Experience managing contractor and full-time resources in a matrixed environment.
• Proficiency in Jira and Confluence.
Preferred Qualifications:
• Experience working with state or local government agencies.
• PMP, Certified Scrum Product Owner (CSPO), or SAFe Product Owner certification.
• Experience with enterprise-level IT projects and cross-functional team leadership.
