We have an exciting opportunity for an Associate Director, Government Pricing and Market Access!

 

The Associate Director, Government Pricing and Market Access will play a critical role in being the Government Pricing (GP) SME and ensuring compliance with all federal and state pricing regulations and government reporting requirements. The GP responsibilities of the position involve developing excel based models to calculate and verify ASP, MAMP, QAMP, BP, NFAMP in parallel to our GP team and ensure accuracy and identify any potential variances. This role will also analyze pricing strategies, oversee pricing submissions by the GP team and ensure accuracy as well as also being responsible for overseeing State Price Transparency Reporting (SPTR) and being the conduit between ADMA and our SPTR vendor. The Market Access responsibilities of the position will involve analyzing market dynamics, evaluating formulary access, assessing the impact of MCO decisions on product performance and ad hoc requests.

The Associate Director will collaborate with various departments to gather data, perform pricing analyses, ensure accurate reporting for government contracts, develop, and implement data analysis that help inform strategies that maximize product access and profitability. Responsibilities also include monitoring changes in legislation, in particular; IRA changes that can have effects on pricing and providing recommendations to optimize pricing strategies while adhering to compliance standards.

Qualifications

ESSENTIALS OF THE JOB:

 

  • Government Pricing & Contract Management: Oversee and manage the end-to-end contracts for VA, Medicaid, Medicare Part D, State Supplemental, Managed Medicaid, and related vendor agreements, including Non-Disclosure Agreements and Master Agreements in collaboration with Legal.

 

  • Government Programs Compliance: Oversee the validation and processing of government rebates, Medicaid/Medicare, Tricare, and state assessments. Ensure all activities are following regulatory requirements and industry standards for each of the following programs:
    • State Medicaid
      • HPMS State Medicaid Documents Management 
      • State Pricing Transparency Monitoring and Reporting
    • Medicare Part B
      • Inflation Rebate Program
      • Medicare Refundable Drug Program
    • Medicare Part D Discount Program
    • Public Health Service (PHS)/340B
    • State Price Transparency Reporting
    • Federal Supply Schedule (FSS), which includes.
      • Tricare
      • DoD
      • VA Industrial Funding Fee (IFF)

 

  • Pricing & Reimbursement Analysis: Conduct in-depth analysis of pricing/reimbursement strategies for both new and existing products. Provide expertise in assessing market access and reimbursement requests according to contract terms.
  • Commercial Rebate Analysis: Analyze and manage commercial rebate impact, including types of Government pricing (e.g., AMP, NFAMP, BP, etc.), ensuring accurate reporting and certification.
  • Cross-Functional Team Leadership: Represent the Government Pricing team on cross-functional initiatives, providing expert impact analysis related to financial liability, reporting, and business strategies. Work with ADMA Legal and Compliance to ensure business process and procedures are on track with corporate governance.
  • Process Improvement: Lead efforts for continuous process improvement, data analytics, and system upgrades to optimize pricing and contract management functions.
  • Ad Hoc Needs: The Associate Director will need to be open minded and be able to think outside of the box, they will be asked to perform ad hoc request for the executive leadership team in collaboration with the Senior Director.

Education Requirements:

  • Bachelor's Degree required (Preference in Business or Science)
  • MS/MBA preferred

Experience Requirements:

 

  • Minimum of 10 - 12 years in government pricing, contract management, or a similar field within the pharmaceutical industry.
  • Extensive knowledge of government pricing methodologies (AMP, ASP, NFAMP, etc.), Medicaid/Medicare programs, IRA, and related vendor agreements.
  • Expertise in financial modeling and rebate analysis and processing.
  • Extensive experience and understanding of the buy and bill and pharmacy benefit space.
  • Proven track record of managing cross-functional teams, driving strategic initiatives, and collaborating with various internal departments (e.g., Finance, Legal, IT).
  • Experience in navigating and ensuring compliance with federal and state pricing regulations, including Price Transparency and 340B/PHS program.
  • Strong analytical, problem-solving, and decision-making skills with the ability to interpret complex data and provide actionable insights.
  • Excellent communication and interpersonal skills to interact with internal stakeholders and external partners effectively.
