Overview:

LMI seeks a Senior Acquisition Specialist to support CBP programs in the National Capital Region. Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe and facilitate travel and trade. The Senior Acquisition and Contracting Specialist serves as the Government's advisor and Subject Matter Expert for contracting activities and will directly support the Government Contracting Officer. Responsibilities:
  • Contract awards and management:
    • Participate in preparation of/and or review proposed Statement of Work (SOWs) and Statements of Objectives (SOOs) with contracting personnel and other program support contractors;
    • Participate in the assembling and issuance of Request for Quotes (RFQ) and Request for Proposals (RFP) and Amendments;
    • Ensure all RFPs/RFQs contain appropriate and current FAR and Agency clauses;
    • Ensure all RFP/RFQ have been reviewed by CO, Policy and Legal when appropriate;
    • Ensure funding documents are accurate and complete;
    • Assemble contract/task order files;
    • Evaluate Change Requests (CR) and /or Change Order modifications;
    • Prepare Task Order modifications and support documents;
    • Attend meetings along with the Contracting Officer; and
    • Prepare correspondence and make recommendations to CO regarding any problems relating to the contract/task order award or any modification.
  • Source selection support:
    • Knowledge of the Source Selection process;
    • Ability to assist the Contracting Officer in developing acquisition strategies;
    • Knowledge of processes for negotiated procurements, to include, but not limited to development of negotiation positions;
    • Knowledge of contract administration principles and the practices to monitor contractor performance, including processing of contractors-invoices to ensure that they are forwarded to the paying office in a timely manner and,
    • Ability to assist with the closeout of contract/task orders in accordance with regulation and ensure proper disposition of file.
  • Cost and Pricing Support:
    • Coordinate technical and cost analysis of proposals with the Contract Specialist/or Contracting Officer;
    • Conduct fact finding to support contractor negotiations/discussions;
    • Provide labor, overhead, and ODC rate validations;
    • Perform cost/price analysis on contractor proposals;
    • Research contract related information and data;
    • Monitor, track, and maintain pertinent contract files and correspondence.
  • Contract Administration Support:
    • Review all incoming invoices ensuring compliance with the Prompt Payment Act;
    • Conduct research of contract related information;
    • Process requests to subcontract from contractors, maintain subcontract status reports, and review contractor subcontract reports;
    • Monitor and track GFP/GFI/GFE requirements;
    • Maintain, update, and distribute COR letters and information;
    • Prepare contract/task order modification and correspondence for close-out;
    • Ensure official contract files are updated and in compliance with internal procedures.
Qualifications:

Required Qualifications:

  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; an active U.S. Customs and Border Protection Background Investigation (BI) is required. Please note that only U.S. citizens are eligible for a suitability determination.
  • 10+ years of acquisition experience and a Bachelor’s degree preferred. Additional years of experience in lieu of degree acceptable.
  • Experience supporting multi-functional technical teams for large, complex programs.
  • Demonstrates a strong understanding of the contracting lifecycle and Federal Acquisition Regulations (FAR) and other regulatory and policy supplements, both government-wide (e.g., OMB Circulars) and specific to the Department of Homeland Security (e.g., HSAM).
  • Knowledge of Federal and agency laws, regulations, and procedures applicable to the acquisition process and to the award and administration of contracts.
  • Ability to assist with the award and administration of contracts/task orders in accordance with terms and conditions of applicable laws, regulations and procedures.
  • Knowledge of processes for negotiated procurements, to include, but not limited to development of negotiation positions.
  • Knowledge of contract administration principles and the practices to monitor contractor performance, including processing of contractors-invoices to ensure that they are forwarded to the paying office in a timely manner.
  • Ability to assist with the closeout of contract/task orders in accordance with regulation and ensure proper disposition of file.
  • Ability to assist in the performance of cost/price analyses of simple and complex contractor proposals.
  • Experience with contract formation and management to support development of documentation for Products, Systems, Software, and Service Support contracts.

Desired Qualifications

  • 3+ years of DHS Acquisition experience.
  • Demonstrated understanding of the DHS HSAR to provide support in the preparation for award and administration of government contracts, including Indefinite Delivery Indefinite Quantity contracts, Cost Reimbursement Contracts, and Fixed-Price contracts.
  • DAWIA, FAC or NCMA Contracting or Program Management Certifications.
  • 3+ years of experience as a warranted Level II contracting officer.
  • Project Management Professional (PMP) Certification.

Targeted Salary Range: $95,000-$167,000
