Position Overview

The Manager, Policy - Utility Partnerships & Innovation will play a critical role in executing CEBA’s strategic policy initiatives, with a focus on CEBA’s “activate utilities” initiative, which is a national initiative to accelerate utilities clean customer programs by putting growing customer electricity demand at the center of utility procurement and customer programs. This exciting role will help shape the future of CEBA’s partnerships with utilities to unlock new areas of collaboration and partnership with utilities to serve growing large loads. This role includes overseeing high impact projects and leading engagement with stakeholders. This role requires strong strategic thinking, problem-solving, and communication skills, as well as the ability to collaborate across teams and engage with external partners. 


The Manager will work closely with the Senior Director, Regional Directors, Communications, and other members of the Policy Team to drive policy, market, or programmatic efforts that align with CEBA’s mission. They will manage projects from inception to execution, coordinate cross-functional initiatives, and support CEBA’s advocacy and stakeholder engagement strategies. 



Core Responsibilities:

Strategic Execution & Thought Leadership 

  • Develop and implement key initiatives that align with CEBA’s mission, vision, and core tenets. 
  • Contribute to strategic planning by identifying opportunities for program development and market impact. 
  • Oversee the execution of assigned programmatic priorities, ensuring high-quality deliverables and measurable outcomes. 


Policy & Market Engagement 

  • Advocate for CEBA’s positions with regulatory agencies, policymakers, and industry stakeholders. 
  • Conduct research and analysis to inform CEBA’s positions and strategies on expanding access to clean energy, regional transmission policy and utility decarbonization pathways. 
  • Develop thought leadership materials, including white papers, reports, and policy briefs. 
  • Manage CEBA’s engagement in public comment processes, coalition-building efforts, and stakeholder convenings. 


Project & Team Management 

  • Lead and manage projects, ensuring effective planning, budgeting, and execution. 
  • Guide cross-functional collaboration with other CEBA teams to support organizational objectives. 
  • Supervise consultants, technical experts, and other external partners to achieve program goals. 
  • Provide mentorship and support to junior staff and peers, fostering a collaborative team environment. 


Stakeholder Engagement & Communication 

  • Develop and grow relationships with key external partners, including government agencies, policy makers, public utility commissions, businesses, NGOs, and utilities. 
  • Lead and facilitate working groups, meetings, and stakeholder convenings to drive CEBA’s policy initiatives. 
  • Engage and/or manage CEBA’s engagement in regulatory dockets for utility planning and new and expanding clean energy customer tariffs. 
  • Communicate CEBA’s strategic objectives effectively to diverse audiences through presentations, reports, and direct engagement. 
  • Represent CEBA at industry conferences and events, advocating for clean energy customer-driven solutions. 

 

 

Required Qualifications:

  • 7+ years of experience in [relevant industry: clean energy, policy, corporate sustainability, utilities, etc.], or: 
  • 5+ years of experience with a Bachelor’s degree in a related field, or 
  • 3+ years of experience with a Master’s degree in a related field. 
  • Experience in policy analysis, market development, regulatory engagement, or program implementation. 
  • Strong ability to analyze complex issues, generate innovative solutions, and communicate recommendations effectively. 
  • Demonstrated ability to manage projects, budgets, and stakeholder engagement processes. 
  • Excellent verbal and written communication skills, including the ability to convey technical concepts to non-technical audiences. 
  • Experience working with multi-stakeholder groups, coalitions, or industry initiatives. 
  • Estimated 20% travel required (varies based on location and specific program needs)


Preferred Qualifications:

  • Experience working with utilities, regulatory agencies, public utility commissions, or policymakers. 
  • Experience with utility customer green tariff design and ratemaking. 
  • Familiarity with regulatory processes, transmission policy, and/or utility business and planning processes. 
  • Knowledge of corporate, industrial, and institutional clean energy procurement strategies.

Compensation and Benefits:

The expected base salary for this role ranges from $105,000 to $120,000, depending on experience and qualifications. All CEBA employees are eligible to participate in the annual bonus incentive plan, which is based on both organizational and individual performance, up to 10% for this role.
