Lead the implementation and optimization of OpenText solutions including Content Suite, AppWorks, and Archive Center in alignment with the agency's enterprise architecture and mission needs
Design, develop, and enhance automated workflows and content lifecycle processes to meet secure health IT requirements
Provide expertise in Service-Oriented Architecture (SOA) and integration of web services, with emphasis on secure data exchange across systems
Support integration of IHE standards, including XCA (Cross-Community Access) and XDS (Cross-Enterprise Document Sharing)
Collaborate with stakeholders, including government technical leads, developers, and cybersecurity teams, to ensure system interoperability, scalability, and compliance
Mentor junior staff and participate in technical reviews and architectural design discussions
Bachelor’s degree in Computer Science, Information Systems, or related field (Master’s degree preferred)
10+ years of technical experience in Health IT or government IT environments
5+ years of direct experience with OpenText platforms and Business Process Management (BPM)
Active OpenText certification in Content Server and/or AppWorks
CompTIA Security+ certification
Demonstrated expertise with SOA-based architectures and the development of secure web services
Proven track record implementing large-scale OpenText ECM platforms in secure environments
Knowledge of healthcare interoperability standards, particularly IHE XCA/XDS
Strong understanding of federal IT compliance requirements, particularly within DoD or DHA environments
Experience supporting DoD or Health IT components
Familiarity with FedRAMP, RMF, or DISA STIG requirements
Excellent communication and documentation skills
Ability to work independently and collaboratively in a matrixed team environment
