The Advanced Technology Strategic Business Unit of Raytheon has an exciting opportunity to step into the Procurement Professional role in a highly dynamic and collaborative environment, managing supplier performance and the entire purchase order life cycle (requirements including supplier development, requirement solicitations, Purchase Order award, post-award management, and closeout activities) for DoD, FMS, and DCS customers within the procurement team.  In this role, you will engage in supplier performance, relationship management, and strategic sourcing as well as facilitate complex business agreements in support of the various contracts. Advanced Technology is the at the forefront of the latest new developments in technology including advanced radars, sensors, hypersonics, missile defense, torpedoes, and much more.

What You will Do:

Preparation and issuance of Request for Quotations/Proposals

Perform price and cost analysis and lead formal negotiations, price, delivery, scope, terms & conditions.

Place subcontracts/purchase orders and associated change orders

Prepare POs and PO documentation in accordance with company directives, prime contract flow downs and company work instructions. Post-award management of POs to be handled in accordance with company directives and work instructions

Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials)

Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectives

Nurture professional business relationships with first tier subcontractors

Provide comprehensive Supply Chain support for gate reviews.

Ability to travel as required

Qualifications You Must Have:

Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years’ experience.

Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements

Qualifications We Prefer:

Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions)

Experience with supplier management

SAP and Microsoft Office Suite of Products

Experience with reading and understanding drawings, specifications and other engineering documents including complex SOWs

Price Cost Analysis experience

Experience with proposals from prospective suppliers and analyze cost/price, technical capability, and financial viability, conduct investigations to ensure ability to perform within cost and schedule

Knowledge of EXIM procurements and all the rules and regulations involved in those situations

Experience with import/export regulations (ITAR/EAR)

Experience with Government contracts, processes, and procedures

Experience with proposals and understanding of all phases of sourcing, procurement execution to include price negotiation reductions and terms and conditions, completion of compliance EPAD Packages

Experience with automation tools

Previous experience with integrated supply chain, including strategic procurement

This is a Remote Position: Employees who are working in Remote roles will work primarily offsite (from home).  An employee may be expected to travel to the site location as needed.

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
