Position Summary
Develops and oversees the development and implementation of asset management strategic objectives for the organization across multiple projects and stakeholders. Coordination of multiple projects across multiple programs and project managers without directly managing them in a matrix organization. Responsible for ensuring all team members understand how the programs align with the strategic organizational and asset management objectives and coordinates their efforts to move strategic programs forward. Responsible for managing technical, operational, and business interfaces and ensuring that appropriate business plans are prepared for each program and generating high level direction, reporting, and communication of the progress of these programs for efficient execution and meeting the objectives of the asset management department.
Key Responsibilities/Duties
Develop and implement the asset management program’s objectives and strategies while assessing how it will impact the department, division, or organization.
Lead the front-end development of the program and mature into a well-presented scope in line with the Port’s Project
Development and Delivery requirements and best practices and ensure successful handover to project management for implementation.
Define and oversee the projects within each program and guide the project managers to ensure alignment during execution for each program.
Perform high level coordination of the key program activities such as managing internal and external stakeholders, budget preparation, risk management, assurance, interface management, conflict resolution, resourcing of the program, reporting and communication of the progress of each program.
Participate in the strategy development within the asset management department and assist in its approval in an annual basis.
Oversee the programs and ensure alignment with the Project Development and Delivery framework and provide assistance as needed to ensure program and project success.
Lead the formulation of key project strategic decisions that need to be made to ensure success for project delivery such as scoping, contract strategies, consultant selection, business case development, resourcing, and budgets, development concept development, and risk management. For smaller programs, lead the development and execution of the program, acting as a program and a project manager.
Assist in procurement activities associated with the program such as contractor evaluations pre and post execution.
Assist in contract and legal negotiations to ensure the program objectives are being met, while supporting the progression of the projects within the programs. Act in accordance with the Port Houston core values (respect, excellence, accountability, diligence, and you)
Deliver programs across all divisions to implement strategies across the organization.
Perform other duties as required
Education/Experience
Bachelor’s degree in engineering, Business Administration, Natural Sciences, or related major in a public or accredited private academic institution required
Master’s degree preferred
10+ years of related program/project management, engineering, internal audit, operations, maintenance, experience required
Project management certification preferred
Knowledge, Skills, Abilities And Behaviors
Knowledge of strategic planning and front-end project development
Knowledge in project stage gated processes
Knowledge in utilization of ERP software (CMMS, EAM, Inventory management, risk, project management).
Experience with IBM Maximo/Tririga and Workday or equivalent is preferred.
Skilled in delivering presentations to multiple audiences and at different levels in the organization.
Skilled in conflict resolution, leading without formal authority and communicating the program’s objective and vision.
Advanced skills in project management and fluent in standard project management practices.
Advanced technical writing skills and tools associated for presentations.
Advanced experience in asset management, maintenance, operations, project management, procurement, internal audit, risk management, and business best practices in an operating environment.
Advanced leadership and coordination skills
Advanced verbal and written communication skills
Advanced public speaking and presentation skills
Knowledge of project management, maintenance, tools and software used in an operations and office environment.
Ability to supervise and lead a diverse staff of professional, technical personnel.
