Description

The Program Manager will play a key leadership role in advancing CSD Works’ employment services for Deaf, Hard of Hearing, and DeafBlind communities. This position supports the Director of Employment Services in designing, implementing, and scaling community-driven workforce programs. The Program Manager evaluates program feasibility, develops strategic plans, aligns cross-departmental efforts, and ensures initiatives are responsive to community needs and aligned with CSD’s mission.

This role requires expertise in employment services, program and project management, exceptional coordination skills, and a commitment to advancing equity through employment access. The Program Manager will oversee day-to-day operations, manage contractors, and ensure programmatic outcomes are achieved with excellence. 


Essential Functions

  • Partner with the Director of Employment Services to develop and implement program strategies aligned with organizational goals. 
  • Oversee daily operations of CSD Works initiatives, including resource allocation, documentation, communications, and deliverable tracking. 
  • Coordinate cross-project activities across departments, supporting both client-facing services and staffing solutions for external partners. 
  • Develop and manage program budgets and create operational plans to guide implementation. 
  • Draft Statements of Work (SOWs), service documentation, and funding proposals to support service expansion. 
  • Ensure service delivery is consistent with contractual expectations and agency goals. 
  • Lead efforts to improve program evaluation methods and identify areas for refinement. 
  • Manage change processes and implement interventions to support project success. 
  • Direct and support a team of independent contractors, ensuring accountability and quality across campaigns. 
  • Serve as liaison between Marketing and internal stakeholders to ensure consistent messaging and promotional support. 
  • Maintain strong relationships with internal teams, community partners, and external stakeholders. 
  • Monitor and report on program performance, risks, and accomplishments. 
  • Provide creative problem-solving for operational issues and resource needs. 
  • Perform other duties as assigned. 


Requirements

To perform the essential functions of this position successfully, an individual should demonstrate the following competencies:

  • Strong background in employment services and workforce development strategies. 
  • Strong knowledge of program management methodologies, evaluation tools, and change management strategies. 
  • Proven experience managing multiple projects with competing deadlines. 
  • Familiarity with budgeting and fiscal planning. 
  • Strong leadership, collaboration, and partner engagement skills. 
  • Strong knowledge and experience working with and serving vulnerable populations. 
  • Excellent written and verbal communication skills, including experience with presentations and report writing. 
  • Ability to manage diverse stakeholder groups and unify efforts toward common goals. 
  • Demonstrated commitment to cultural and linguistic accessibility in Deaf communities. 
  • Proficiency in Microsoft Office Suite, Basecamp, Teams, Planner, SharePoint, and other project management tools. 


Qualifications

  • Bachelor’s degree in business, Communications, Project Management, or a related field (or equivalent experience). 
  • At least 3–5 years of experience in program development and/or project management, with a strong preference for candidates with a background in employment services. 
  • Experience working with Deaf, DeafBlind, and Hard of Hearing communities preferred. 
  • Fluency in American Sign Language (ASL) required. 
Salary Description
$64,000 - $71,000/year
