Job description

Role Overview

Responsible End Markets (REMs) will lead the development of our national process for onboarding and verification of end markets. This role is part of the Data and Analytics team that is one of three pillars on the National Program Operations team, which also includes Technical Services and Materials Services, and will serve as a critical bridge between each of the state teams on harmonization of REM standards and compliance.  

REMs are an emerging concept in EPR laws and currently each state has their own criteria for what defines it. CAA is planning to work with a standard setting organization to develop a national standard, the first of its kind. We are looking for an experienced practitioner who can lead our efforts. In parallel, we are working to engage with end markets throughout the US and the world to onboard them as REMs in Oregon, the first EPR program to launch.  

Key Responsibilities 

Oversee Development of Third-Party Standard for Responsible End Markets 

  • Oversee and manage contract with selected standard development organization
  • Represent CAA at the standard setting committee
  • Support selected standard development organization in developing a REM standard that can be applied in each state EPR program that has REM requirements;
  • Interface with interested parties to ensure collaboration and participation to the REM standard development
  • Engage with other standards and organizations performing REM related verification to ensure alignment.

REM Onboarding and Verification 

  • Lead development of process for outreach, onboarding, desktop verification and eventual auditing of REMs to CAA
  • Serve as CAA main point of contact for end markets for REM verification
  • Oversee and manage contract with selected verification body(ies) and ensure verification documentation complies with professional standards
  • Address complex verification and audit issues with end markets and verification body(ies), including providing advisory insights
  • Ensure timely, accurate and complete regulatory compliance reports focusing on REMs;
  • Continually seek and recommend verification process improvements.

Regulatory Strategy Support 

  • Provide internal position documents for harmonizing individual state REM requirements
  • Provide technical expertise to CAA’s Regulatory Compliance team to support shaping guidelines and proposing solutions to meet regulatory requirements
  • Other duties as assigned

Skills & Competencies 

  • Experience with audits and process related to evaluating environmental impact, including ISO 14001, or 
  • Experience in recycling, reuse and/or packaging end of life is an asset.
  • Experience with EPR systems and reporting is an asset.
  • Excellent analytical and problem-solving skills, with the ability to interpret complex data and identify actionable insights.
  • Ability to work internally and with a broad range of interested parties to create structure where it currently does not exist.
  • Exceptional communication and interpersonal skills, with the ability to effectively collaborate with stakeholders inside and outside the organization.
  • Detail-oriented with a commitment to accuracy, preciseness and compliance.
  • Ability to engage with teams across the organization, with direct or indirect reporting lines 
  • Excellent time management and organization skills, including working with remote employees across varied geographies and time zones.
  • Ability to work in a dynamic environment working at a rapid pace with flexibility.

Qualifications 

  • Degree in Business, Engineering, Scientific or related field preferred.
  • 5+ years of experience with audit and process related to environmental impact, health & safety procedures, compliance to laws and regulations in an industrial context
  • 5+ years of experience with managing diverse interested parties in the context of standard setting or standard development

Compensation & Other Information 

  • Location: Fully Remote 
  • Compensation: Based on a variety of factors in accordance with applicable law, including the successful candidate's relevant experience, skills, knowledge, and work location. 
  • Reports To: Director of Service Provider Data and Verification
