Our Raytheon Global Ethics & Compliance (GEC) department has an exciting opportunity for an Associate Director who will be a member of the Global Ethics Office (GEO) leadership team and help support the implementation of the Ethics and Compliance program across the Raytheon business, serving more than 60,000 employees. Specifically, the Associate Director, along with at least two direct reports, has primary responsibility for reviewing, dispositioning, providing subject matter expertise regarding, and managing a team responsible for conflicts of interest (COIs), business courtesy requests (BCARs), and an annual employee certification. Because Raytheon has business operations across the globe, awareness of international regulations in these areas is also important 

 

The Associate Director will lead, perform and manage the work in these and other areas, develop and enhance existing processes and training content in partnership with key stakeholders, and coordinate with leaders, colleagues, subject matter experts (SMEs), points of contact (POCs), and other key groups across the RTX enterprise. The Associate Director will also serve as a SME and Ethics and Compliance Officer (ECO) for the Raytheon business and serve as the primary ECO to evaluate, provide guidance on and disposition general and specialized conflicts of interest (COI) inquiries received directly and through the applicable tools and reporting mechanisms, including those related  to secondary employment, personal and family relationships, third parties (e.g., contractors and suppliers), intellectual property (IP) considerations, proprietary information (PI) considerations, inventions, consultancies, publications, board memberships and other RTX business interests), in partnership with IP Counsel and other key stakeholders. The Associate Director will also manage inquiries and provide guidance on matters raised through other various mechanisms, including the Speak Up Helpline. 

 

The GEO team is designed to be the proactive, education and mitigation arm of the broader GEC team, fostering Raytheon’s commitment to acting with integrity by building an Ethics and Compliance program focused on empowering all employees to model the guiding principles and Values in the RTX Code of Conduct, promoting a Speak Up culture, and achieving business goals.Thus, training, communications, engagement opportunities, and other elements of the program are core responsibilities of the Associate Director role and the entire team. The Associate Director will be an integrated partner with the Raytheon business to proactively engage on various issues, identify trends, and collaborate on solutions. The Associate Director will support the Legal, Contracts and Compliance (LCC) function, along with other businesses/functions as assigned, and will report to the lead of the GEO team. 

What You Will Do 

  • Lead the team responsible for the review and disposition of BCARs, COIs, and other related ethics and compliance issues 
  • Review, provide guidance regarding and disposition COIs and a range of ethics and compliance topics consistent with applicable policies, the Code of Conduct, and related policies and processes  
  • Responsible for reviewing, analyzing, and dispositioning potential COIs received directly, through applicable COI tools, the Speak Up Helpline and other reporting mechanisms 
  • Serve as the GEO team’s subject matter expert for complex or specialized COI inquiries, including those related to secondary employment, personal and family relationships, third parties (e.g., contractors and suppliers), IP considerations, PI considerations, inventions, consultancies, publications, and board memberships, and other RTX business interests. 
  • Develop and enhance processes, process guidance and training content related to BCARs, COIS, the annual certification and other ethics and compliance topics in collaboration with key stakeholders within Raytheon and across RTX 
  • Educate about, foster compliance with and drive consistency in the application of our Code of Conduct, Values, policies and procedures through, for example, consultations, presentations, and training 
  • Support GEC and GEO team initiatives to achieve alignment across Raytheon and the broader RTX enterprise 
  • Share GEC goals and objectives with the business to identify engagement and integration opportunities and support leadership efforts to own, champion and empower a culture of ethics and integrity
  • Partner proactively with, and provide sound advice to, the business and leadership to help achieve goals in an ethical and compliant manner 
  • Attend and actively participate in leadership meetings and events 
  • Evaluate and use case trends, metrics and root cause analysis and engage with the organization to identify and mitigate key risk areas and establish preventative measures  
  • Conduct organizational health assessments on an established cadence (e.g., quarterly) to proactively identify and implement preventative/responsive actions
  • Liaise with partners and stakeholders (e.g., Human Resources, Employee Relations, and other ECOs) to identify engagement and integration opportunities 
  • Provide input in and influence decision-making where appropriate for purposes of implementing proactive and remedial measures and ensuring outcomes are aligned with organizational goals and values 
  • Properly and promptly document questions, concerns, and consultations in the appropriate tools and systems of record consistent with internal standards and with a clear focus on data integrity 
  • Perform other duties as assigned, including assisting with other GEC and GEO project work and consultations as needed 
  • Domestic travel 4-7 times per year, each for 2+ days 

Qualifications You Must Have 

  • Typically requires a University Degree and a minimum of 12 years of Ethics and Compliance experience; or an Advanced Degree with a minimum of 10 years of experience 
  • A minimum of 4 years of experience analyzing, evaluating and providing guidance on general and specialized conflicts of interest disclosures (for example: secondary employment, personal and family relationships, third parties (e.g., contractors and suppliers), intellectual property and proprietary information considerations related to inventions, consultancies and publications, and board memberships) 
  • A minimum of 4 years of experience substantively managing Ethics and Compliance matters and documenting them in a case management or other system of record 
  • Prior leadership, direct people management, process development and project management in a matrixed corporate environment 
  • Prior experience serving as the primary ethics and compliance advisor or subject matter expert for general and specialized conflicts of interest inquiries in a matrixed corporate environment  

Qualifications We Prefer 

  • Prior organizational change management experience  
  • Prior experience working for U.S. Government defense contractors or the U.S. Government 
  • Prior experience evaluating and providing guidance regarding post-government employment disclosures by current and former U.S. Government employees seeking employment with federal government contractors 
  • Excellent presentation, facilitation, communication skills and project management skills, including with Microsoft Office suite, including Word, Excel, PowerPoint, Visio, OneNote, SharePoint, Teams

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
