We are searching for a highly collaborative and knowledgeable federal proposal management professional with proposal writing experience, proven success, and a can-do attitude. Position Location: Remote/Virtual with preference to those in the DC area for occasional meet ups.


Position Summary: 

 

The Proposal Manager/Technical Writer will be primarily responsible for writing proposals in support of our client's federal government services business growth goals, strategic initiatives, and service offerings. This position is a highly visible role that works closely with the management team, business development (BD) and capture personnel, teaming partners, and operations. The ideal candidate will have spent some time working for small and non-small federal contractors. 

 

Responsibilities: 

  • Manage Request for Proposals (RFPs), bids, quotations, Requests for Information (RFIs)/Sources Sought or other documents. 
  • Review, summarize, and understand RFP or RFI requirements. 
  • Write/edit proposal narratives based on input from applicable sources and geared toward Federal Government clients. 
  • Establish a proposal calendar with priorities and target dates to ensure proposal deadlines are met. 
  • Lead/facilitate/drive discussions during solution strategy sessions with BD/capture managers and subject matter experts, capturing and helping to document customer hot buttons, win themes, strategic solutions, and solution features and benefits at the level required for a compelling proposal response. 
  • Develop and distribute proposal-related documentation, including compliance matrices, style guides, outlines, schedules, writing guidance, and kickoff presentations. 
  • Coordinate with the contracts and pricing staff on cost and contractual volumes to ensure proposal compliance. 
  • Provide content for technical, management, past performance, and personnel sections of proposal volumes. May require working with subject matter experts (SMEs) to translate technical information into proposal text in response to RFP requirements. 
  • Ensure proposal submissions are compliant with applicable RFP or RFI instructions and that they comply with the company’s proposal best practices. 
  • Drive the proposal process and be proactive in meeting business development milestones. 
  • Be aware and support the conformance of QED’s ISO 9001 Quality Management System (QMS). 
  • Additional duties as assigned. 



Requirements

Essential Skills and Experience: 

  • Bachelor's Degree and a 10+ years of relevant proposal management/technical writing experience in the federal government contracting field 
  • Must be able to manage multiple proposals at one time 
  • Knowledge of various types of federal government solicitations, GSA schedules, and contracts 
  • Must have strong MS Office Suite skills. Expert skills with Microsoft Word a plus, including formatting, page and section numbering, and creating an appealing layout 
  • Experience with the Shipley method is desired 
  • Graphics experience is highly desired

  • Ability to prioritize and handle project meeting deadlines
