GENERAL DESCRIPTION: Under the supervision of the Director, the Area Manager supervises and is responsible for program operations of multiple locations in the ECS operated Head Start/Early Head Start program. Responsibilities include coordination of activities and reports, supervision of and communication with the Site Supervisors, facilitation of child and family outcomes, and compliance with Head Start Performance Standards, Quality Preschool Initiative and regulatory agencies' standards. The Area Manager is a member of the Head Start Management Team, attends weekly Management Team meetings and participates in monthly Labor/Management meetings.

  • Supervises center staff in the delivery of comprehensive service programs for their assigned area, including family engagement, health, mental health, facilities, disabilities, education and ERSEA services; 
  • Assures that a developed or selected program approach is applied consistently to facilitate positive child and family outcomes; 
  • Recommends changes in work procedures to improve systems efficiency; 
  • Confers with staff to plan and develop teaching strategies designed to meet the needs of children; 
  • Visits classroom to observe effectiveness of instructional methods and materials; 
  • Act as a resource for center team during family and child staffings; 
  • Assists staff with obtaining supplies and equipment for effective center operation; 
  • Assists in providing training and workshops for staff in areas such as new policies, procedures, and regulations; 
  • Develops, writes and implements procedures for compliance and consistency in conjunction with Program Manager and other Area Supervisors; 
  • Trains, supervises and evaluates staff and their work; 
  • Holds individual conferences with staff to discuss specific problems, goals and objectives; 
  • Plans and develops methods, procedures, staffing, work plans and schedules for individual centers; 
  • Recommends modifications or changes in methodology as needed to meet program standards; 
  • Makes recommendations to HS Management regarding employment, personnel policies and personnel actions; 
  • Maintains continuity and accountability for program or department services; 
  • Participates in weekly HS Management Team meetings and monthly Labor/Management meetings; 
  • Disseminates information from the central office to centers and vice versa; 
  • Facilitates regular bi-monthly supervisors meetings and trainings; 
  • Works as a team member to support the functions and operations of the Agency; 
  • Responsible for collaborating and facilitating expectations to promote quality improvement initiatives such as QPI at the centers; 
  • Must maintain a working knowledge of Agency and Head Start program plans, policies and Performance Standards; 
  • Performs a wide range of general administrative duties, reviews and approves expenditures, reports and documentation.

EDUCATION AND EXPERIENCE: Minimum of: Bachelors Degree in Early Childhood Education or related field. Masters preferred. Three (3) plus years’ experience supervising a Head Start or early childhood Development program or center. Must be able to obtain a State of California Child Development Site Supervisor Permit. Good ability with Microsoft Office computer applications. One year or equivalent experience in working with preschool children in a classroom environment. Bilingual English/Spanish preferred.

OTHER/SPECIAL: 

  • Must pass criminal background check, including Live Scan fingerprinting and Sex Offender Registry check.
  • Valid California driver’s license and automobile insurance required for personal car usage; MUST have access to reliable transportation. 
  • Must have CPR certification or be willing to acquire on the job. 
  • Must have medical clearance certifying absence of TB. Free from debarment. 
  • Ability to conduct numerous visits to clientele’s homes at various locations in San Diego’s South County Area.  
  • Very strong organizational skills, strong written and verbal communications, demonstrated leadership abilities, basic computer literacy skills and the ability to work effectively and efficiently with individuals and groups, both internal and external. Familiarity with or experience in operating in a collective bargaining environment desirable.
