The
Performance Management Analyst earns a competitive annual wage of
$71,683 - $91,394/based on experience and qualifications. Additionally, the
city pays all premiums for our employees' dental, long-term disability protection, and life insurance, plus the majority portion of the medical premium for employees and their dependents. We also offer a
retirement plan through the Texas Municipal Retirement System (TMRS) with a 2:1 employer match, life insurance, disability, access to the city's recreation fitness center, employee assistance program, educational assistance,

General Description
The purpose of this job within the organization is to play a key role in improving the effectiveness, transparency, and accountability of city services. This position supports the development, implementation, and continuous improvement of citywide performance measurement and management systems. Working collaboratively across departments the Analyst gathers and analyzes data, evaluates programs, and helps translate findings into actionable strategies that enhance service delivery and support strategic goals.
This job works independently, under limited supervision, reporting major activities through periodic meetings.
Duties And Responsibilities
The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job as necessary.
Essential Functions
- Develop, track and maintain performance indicators aligned with departmental and citywide goals.
- Conduct quantitative and qualitative analysis of departmental operations and service delivery.
- Present on progress of performance metric development and measurement to CMO/Council
- Assist in the development of performance metrics for the GFOA Budget Book
- Identify trends, gaps, and opportunities for efficiency and effectiveness improvements.
- Collaborate with customer experience team and communications to create metrics based off of customer calls and/or community survey
- Strategic Planning Support
- Assist with development and alignment of departmental strategic plans with citywide priorities.
- Facilitate goal setting and progress tracking in partnership with departmental staff
- Support implementation and monitoring of strategic initiatives and projects
- Performance Improvement
- Support program evaluations, process mapping, and root cause analyses to identify improvements
- Provide technical assistance, training, and support for performance management tools and methods
- Promote a culture of learning, innovation, and results driven management across departments.
Minimum Education And Experience Requirements
- Requires a Bachelor's degree in Public Administration, Public Policy, Data Analytics, Business or a related field (Master's preferred)
- 1+ years of experience in performance management, public sector analytics, or program evaluation
- Demonstrated proficiency in data analysis tools such as Excel, Power BI, Tableau or GIS
- Strong written and verbal communication skills, including the ability to present complex data clearly.
- Knowledge of public administration principles, strategic planning, and continuous improvement methodologies such as Lean, Six Sigma, Results-Based Accountability is preferred.
