Gorman & Company is seeking a dynamic and experienced Director of New Developments – Property Management to oversee the successful launch and stabilization of affordable and mixed-income housing communities nationwide. This is a high-impact, strategic role for a senior leader who thrives at the intersection of development and operations—and knows how to drive performance, compliance, and mission-aligned outcomes from day one.
About The Role
This role is designed for a property management executive—not a site or regional leader—who has built and led departments supporting multiple new construction and rehab projects across multiple states. You will serve as the primary operational lead on all new developments and major rehabilitation efforts from pre-development through stabilization, working in close partnership with our internal development, construction, and compliance teams, as well as external city, state, and investor stakeholders.
You will guide and support regional leadership and on-site teams, ensuring that new communities are fully prepared to meet financial, operational, and regulatory expectations at launch.
Key Responsibilities
Lead national property management strategy for all new development and rehab projects from pre-opening through stabilization
Serve as the primary liaison between operations, development, and construction teams to inform unit mix, operating models, design decisions, and service planning
Oversee marketing, lease-up strategy, and resident onboarding for new communities
Provide executive-level guidance and accountability to regional leaders and site teams during lease-up
Develop and implement scalable systems, SOPs, and onboarding frameworks tailored to new developments
Monitor compliance with HUD, LIHTC, RAD, and other affordable housing programs throughout pre-leasing and stabilization
Ensure readiness of staffing, training, systems, and vendor support prior to occupancy
Manage and track lease-up budgets and performance against operating proformas
Represent Gorman & Company with government agencies, housing authorities, investors, and other external partners
Report on key performance indicators and provide strategic recommendations to senior leadership
Qualifications
14–20 years of progressive experience in property management, with at least 5+ years in a Director- or VP-level leadership role overseeing new development or lease-up operations
Proven success managing national portfolios of affordable housing, including deep knowledge of HUD, LIHTC, RAD, and related regulatory frameworks
Demonstrated experience launching and stabilizing new construction and rehab communities across multiple states
Strong understanding of lease-up strategy, budget management, compliance, and cross-functional coordination
Executive presence with the ability to lead through influence and represent the company with professionalism and polish
Excellent financial and operational acumen; experience working with proformas and operational forecasts
Experience working with RealPage OneSite or comparable property management software
Bachelor’s degree in business administration, real estate, urban planning, or related field preferred
CPM, COS, or similar industry certifications preferred
Must hold a valid driver’s license and be willing to travel frequently, including overnight stays
