Role Summary

Raytheon Purchasing Compliance & Audits is looking for an experienced Supply Chain Compliance and Governance Professional and/or experiences Supply Chain Procurement Professional with a good understanding of compliance and policies & procedures. You will be responsible for auditing areas of the Raytheon Operations Supply Chain organization for compliance with internal policies and procedures that relate to FAR/DFARS and customer requirements and occasionally creating and updating metrics.

This role in Purchasing Compliance and Audits group is critical to the success of the Raytheon Operations Supply Chain function due to ongoing Raytheon Business Unit consolidation comprising approximately 850 Acquisition Professionals expected to submit for review an estimated 3,200 purchase orders in 2025, command media harmonization, NQA/QMS audit support, provide performance feedback in the form of metrics, and continued maintenance and approval of Raytheon's DCMA-granted Purchasing system and in preparation for the Contractor Purchasing System Review (CPSR) anticipated to be conducted in 2025.

The primary functions of this role are for an experienced  Supply Chain Compliance and Governance Professional and/or Supply Chain Procurement Professional with a demonstrable understanding of compliance and policies & procedures working as a team member, to routinely review purchase order packages in the pre award and post award phases, provide training/feedback to Acquisition Professionals, support audits conducted by the DCMA verifying that Supply Chain is compliant and continuously fulfills official government, customer, and company regulatory requirements as well as standards and guidelines.

What You Will Do:

  • Routine surveillance of Supply Chain procedures, procurement systems and policies, and executed purchase orders for all domestic Raytheon locations.
  • Evaluate existing processes and recommend process improvements including individual buyer responsibilities, operational directives, and formal work instructions.
  • Directly and indirectly supports mission-critical government and Company audits of varying size and complexity to include verifying that Supply Chain is compliant and continuously fulfills official government, customer, and company regulatory requirements as well as standards and guidelines.
  • Support Supply Chain Governance to verify and validate the effectiveness of corrective action plans and institutionalization of changes, facilitate efforts to streamline the release of SC Governance documentation in compliance with Raytheon requirements.
  • Engage SC stakeholders to coordinate input and support alignment with other Raytheon and/or Raytheon Technologies governance documentation, participate (with other Raytheon Functional POCs) in the development and maintenance of Raytheon related processes & systems (e.g. change request process, maintenance review process, document format requirements, etc.) and provide consultation and technical writing assistance to SC discipline process owners.
  • Work in a teaming environment as well as work independently to gather, organize, analyze data, and provide recommendations.
  • Ability to work and interface with all levels of Internal/External Customers & Government Personnel.
  • Clearly and concisely communicate compliance requirements and responsibilities of Supply Chain and Raytheon to audiences of varying degrees, both verbally and in writing.
  • Provide training/presentations on procurement systems and policies to small and large groups.
  • Act as a liaison with central analytics teams, working cross-functionally to identify and analyze data for Purchasing Compliance & Audits.
  • Generate metrics and perform risk analysis.
  • Extract data across multiple source systems and consolidate into anticipatory and actionable information.

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience
  • Minimum 5 years of experience as a Supply Chain Compliance auditor and/or Supply Chain Procurement Professional or combination of both.
  • Knowledge of Federal Acquisition Regulations (FAR) as it pertains to Government Contract Compliance and/or Government Procurement, including Cost Accounting Standards (CAS) and Truthful Cost or Pricing Data (TCPD) regulations; and Department of Defense FAR Supplement (DFARS).
  • Experience with procurement processes, investigation, or resolution of complex procurement process issues in a compliant manner ability to interpret and communicate effectively with internal and external customers.
  • Data Analysis, Business Acumen and Business Intelligence.
  • Experience with SAP (APEX/PRISM), MSOffice - Excel, Word, and PowerPoint
  • Minimal travel required (less than 10%)

  • Experience representing an organization on major matters pertaining to its policies, plans, and objectives
  • Ability to work independently to make sound decisions that affect the supply chain organizations positively and maximize returns for the company

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
