Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking a dynamic and experienced Systems Business Analyst for an upcoming opportunity with the Substance Abuse and Mental Health Service Administration (SAMHSA) Behavioral Health Services Information System (BHSIS) contract. This role blends IT project leadership and systems design, development, and operations to ensure that data collection and reporting about behavioral health service delivery and programs occurs uniformly and in alignment with SAMHSA’s objectives.

As a key member of our team, the Business Analyst will define, coordinate, monitor and validate requirements during development, system, and user acceptance testing. This position meets with project directors and clients to understand and document business requirements and works to understand client priorities for the work requested.
The role will conduct traceability of requirements through documentation, input into project management system JIRA, development, system testing, UAT, and implementation to Production. The role will also write test scripts and conduct testing phases, to ensure a seamless transition of functionality from conception to product delivery.
In addition, this role will develop and document BA and QA standard operating procedures, and work with the technology team at large to institute process improvements to existing processes.

Key Responsibilities:
- Identify functional related requirements from clients.
- Document business requirements and work with clients to prioritize them.
- Participate in design sessions with technology team and partners.
- Input all requirements into project management tool JIRA.
- Create flow charts and/or diagrams describing logical operational steps of programs and processes.
- Validate requirements from the implementation team members.
- Develop test plans, establish test criteria, and prepare test data.
- Organize, perform, and/or coordinate testing of new or modified systems with technology team, partners, and client.
- Review test output to identify problem areas and/or errors.
- Perform analysis of problem areas/errors to define viable solutions.
- Coordinate testing schedules, monitor progress and certify completion of individual test scripts and each test phase.
- Provide clarification of user and business needs to the technology team and provide client support by responding to inquiries, updating procedures, and offering solutions to system problems either programmatically or by other means.
- Create and maintain a good working relationship with project directors and client representatives.
Required Qualifications:
- BS or equivalent and 8 + years of applicable experience.
- 5+ years’ experience working in a Scaled Agile (SAFe) Framework.
- 3+ years’ experience supporting US federal agency or state projects (preferably with the Department of Health and Human Services).
- Strong analytical and problem-solving skills.
- Good understanding of software application development and defect lifecycle.
- Experience writing requirements and ensuring traceability throughout a project.
- Experience in generating process documentation and reports.
- Excellent verbal and written communication skills, with an ability to translate data into actionable insights.
- Experience with testing web-based applications.
- Experience with the testing-defect management-retesting cycle
- Ability to undergo fingerprinting and security clearances
- Legal Authorization to work in the U.S.
Preferred Qualifications:
- Experience supporting SAMHSA or working with national behavioral health data systems (N-SUMHSS, NSDUH, TEDS, MH-CLD, URS, BRFSS, YRBSS), or the Treatment Locator.
- Experience working on large federal efforts, including responding to ad-hoc (and sometimes quick turnaround) client requests.
- Experience helping government clients and the public make more and/or better use of online data systems.
