MetaPhase is seeking a Junior Business Analyst with a minimum of 1–3 years of experience to be a part of an Agile team supporting Department of State within the Bureau of Global Talent Management (GTM). The project involves providing support for the operations and maintenance (O&M) of a critical system used to manage the Foreign Service assignment and bidding processes. 
The Junior Business Analyst will work closely with stakeholders and development teams to gather and document requirements, analyze business processes, support coordination and communication efforts, and conduct testing to validate system features and enhancements. Experience with Azure DevOps or similar Agile tools is strongly preferred. 
 
What You Will Be Doing: 
  • Create and/or support project deliverables
  • Perform analysis and diagnose client issues while demonstrating an understanding of the client environment and overall project scope
  • Assisting in defining, documenting, and improving business processes and workflows
  • Contributing to project planning, tracking, and status reporting using tools like Azure DevOps
  • Supporting communication strategies, including briefings, updates, and process documentation
  • Collaborating closely with development and product teams to ensure a clear understanding of business needs and requirements
  • Develop and maintain documentation including test scripts, job aids, user guides, and other supporting materials to ensure consistency, usability, and knowledge transfer across the team and stakeholders
  • Perform testing across development, test, and UAT environments, working closely with end users to validate functionality, identify issues, ensure readiness for production, document test results, feedback, and related system behavior
  • Perform typical Business Analysis functions including, but not limited to, support of requirements elicitation, workflow, and business process analysis, change management and project support 

What We Need From You (Required):  

  • U.S. citizenship required (NO EXCEPTIONS) and ability to successfully obtain a clearance
  • 1-3 years’ experience in a business analysis role supporting a technical project
  • Excellent written and verbal communication skills
  • Proven experience in stakeholder engagement, including the ability to identify, communicate with, and manage relationships with a diverse group of internal and external stakeholders
  • Possess strong technical, analytical, and problem-solving skills
  • Working knowledge of the Software Development Life Cycle (SDLC), including requirements gathering, design, development, testing, deployment, and maintenance
  • Knowledge with Agile/Scrum frameworks 

Bonus Points (Desired):

  • Active Secret clearance 
  • Experience with Azure DevOps (Jira boards, backlog, user stories, test cases, etc.) 
  • Federal consulting experience; experience with the Department of State a plus

Travel: 

  • Infrequent (Less than 5%) 

Education Level:

  • Min. BA/BS required in a relevant field (e.g., Information Technology, business and administration, policy, etc.) or equivalent years of professional experience 

Clearance Level:

  • U.S. Citizen and Clearable (Active Secret Clearance Preferred) 

Compensation:  

  • Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is 65k - 80k.
