Overview
Join a mission-driven team supporting the National Weather Service (NWS) within NOAA as we modernize legacy applications and integrate emerging technologies to advance public safety, forecasting accuracy, and national weather resilience. As a Business Analyst, you will serve as a critical liaison between stakeholders, developers, and leadership to ensure technical solutions align with user needs, operational objectives, and federal standards.
You will play a key role in capturing business and functional requirements for the modernization of applications such as Local Storm Reports (LSR), Public Information Statements (PNS), and the Storm Event Database (SED), as well as supporting the exploration of Generative AI use cases and future modernization initiatives.


Key Responsibilities:
Requirements Elicitation & Stakeholder Engagement
  • Facilitate meetings, workshops, and interviews with NOAA/NWS stakeholders to gather, validate, and refine business, functional, and technical requirements.
  • Translate complex operational needs into clear, actionable user stories, process flows, and acceptance criteria.
  • Ensure business requirements align with NOAA’s mission objectives, existing capabilities, and future-state architecture.

Application Modernization Support
  • Analyze legacy systems and business processes to define modernization priorities, gaps, and opportunities for improvement.
  • Collaborate with developers and technical leads to ensure system designs meet user expectations and federal usability standards.
  • Help ensure consistent functionality, data flow, and output formats are preserved or enhanced during the transition to modern platforms.

AI & Innovation Analysis
  • Partner with Data and AI Engineers to identify use cases for Generative AI that can drive operational efficiencies or enhance NOAA workflows.
  • Conduct feasibility assessments and risk evaluations related to AI adoption, in alignment with federal guidance on AI ethics and security.

Documentation & Change Management
  • Develop and maintain clear documentation including business process models, requirement traceability matrices (RTMs), user guides, and test plans.
  • Support change management activities including training materials, stakeholder communications, and deployment readiness reviews.
  • Assist in the creation and execution of UAT test cases to validate delivered functionality against business requirements.

Agile Project Participation
  • Work as part of a cross-functional Agile team, contributing to sprint planning, backlog grooming, and daily stand-ups.
  • Prioritize features and bugs based on business impact and stakeholder input, while helping the team deliver iteratively and incrementally.


Required Qualifications
  • Bachelor’s degree in Business, Information Systems, or a related field
  • 4+ years of experience as a Business Analyst on federal or enterprise IT projects
  • Demonstrated ability to gather and articulate technical and non-technical requirements
  • Experience with Agile frameworks and tools (e.g., Jira, Confluence)
  • Excellent verbal and written communication skills for both technical and executive audiences
  • U.S. Citizenship and ability to obtain Public Trust clearance

Preferred Qualifications
  • Experience working with NOAA, NWS, or other federal scientific agencies
  • Familiarity with software modernization initiatives and system lifecycle documentation (e.g., 508 compliance, FISMA)
  • Understanding of Generative AI tools and associated business impacts
  • Experience supporting cloud-based applications or SaaS transitions
  • Proficiency in business analysis frameworks such as BABOK or IIBA certification
