This position is to support the Housing and Urban Development (HUD) Office of the Chief Financial Officer (OCFO) modernizing its data infrastructure by delivering a comprehensive, cloud-native data ecosystem. This initiative includes implementing a foundational Data and Analytics Platform (DAP), an Integrated Data and Adoption Platform, and a modern CFO Data Services (CDS) Hub to replace the legacy New Core Interface Solution (NCIS). These solutions will enable secure, scalable data integration, analytics, reporting, and future AI/ML capabilities, all within HUD’s existing AWS cloud environment. Each component is engineered with compliance, automation, and sustainability in mind, ensuring alignment with federal standards and HUD’s long-term modernization goals.

White Pine Innovations is seeking a Systems Analyst to analyzes and documents business and system requirements, facilitates communication between stakeholders and technical teams and to ensure solutions meet functional needs. This position is a remote position. This is a full-time employment opportunity, and the candidate MUST be a U.S. Citizen or Permanent Resident and must be able to complete/pass/hold a public trust investigation. This is a remote opportunity, ET time zone work schedule.

Responsibilities include, but are not limited to:

  • Analyze and document business and system requirements.
  • Facilitate communication between stakeholders and technical teams.
  • Support hybrid and cross-cloud integration strategies, especially relevant for federal agencies.
  • Work with architects and engineers in designing scalable, secure, and cost-effective architectures using services like Azure App Services, AWS Lambda, EC2, and RDS.
  • Develop test cases and test plans for integration test, functional test, UAT, etc.
  • Ensure systems align with security best practices and compliance frameworks (e.g., FedRAMP, NIST 800-53).
  • Collaborate with ISSOs to implement IAM policies, encryption standards, and audit controls across AWS and/or Azure.
  • Create and maintain system documentation, data flow diagrams, and user guides to support implementation.

Basic Qualifications:

  • Must be a U.S. Citizen or Permanent Resident, as mandated by our government client.
  • Must be able to complete, pass, and hold a public trust investigation.
  • 5+ years of experience in a system analyst role, collaborating with stakeholders to understand business processes and translate them into technical requirements.
  • Experience analyzing existing systems and workflows to identify opportunities for cloud-based optimization or automation.
  • Experience defining and communicating integration points between AWS and/or Azure services and on-prem or third-party systems.
  • Experience developing test cases and test plans for integration test, functional test, UAT, etc.
  • Strong knowledge of access control reviews, data classification, and audit readiness.
  • Experience in developing test plans and coordinating User Acceptance Testing (UAT) to validate functionality and performance.
  • Experience in maintaining a knowledge base or system configurations, change logs, and operational procedures.
  • Knowledge of cloud-native databases like Azure SQL, Cosmos DB, Amazon RDS, Snowflake and DynamoDB is desirable.
  • Knowledge of data retention, archival, and purging strategies aligned with business and regulatory needs is desirable.
  • Excellent analytical skills, attention to detail, and strong problem-solving abilities.
  • Excellent oral and written communication and collaboration skills. presentation and meeting facilitation, and negotiation skills.
  • BS/BA degree in Computer Science, Information Sciences, or related IT discipline.

Desired Skills:

  • Exposure to tools like Azure Monitor, AWS CloudWatch, and Cost Explorer to track performance and optimize resource utilization is a PLUS.
  • Basic understanding of tools like Power BI, Tableau and Talent is a PLUS.
