Summary

The MTA Land Use Strategy Team leads initiatives that support transit-accessible land uses and connectivity with sustainable transportation modes. The Senior Manager, Capital Strategy  (Land Use) will provide strategic support to MTA's land use and neighborhood planning initiatives that enhance transit access and utilization.

The individual in this position will conceive of and engage in land use initiatives; leverage MTA's participation in entitlement and environmental review processes; develop strategic plans for MTA properties and landholdings; conduct policy and legal research; and ensure that MTA's needs are effectively represented in both internal initiatives and external municipal processes, among other priorities.

Responsibilities

The Senior Manager Capital Strategy (Land Use) will provide comprehensive support for MTA's land use and planning efforts by contributing substantially to the following core activities:

Strategic Planning and Analysis:

Engage in internal and external planning efforts, working to ensure that the MTA's needs are reflected, links between land use and transportation planning are optimized, and information/recommendations are communicated in a succinct and timely fashion to leadership

Develop strategic frameworks for MTA facilities based on operational needs, land use context, and neighborhood trends, and identify opportunities for facility optimization and strategic land use initiatives

Consolidate information from internal stakeholders and distill complex information into formats appropriate for both decision makers and technical experts

Land Use Discretionary Actions and Processes:

Work with the Senior Director of Capital Strategy (Land Use) to conceive, implement, and engage in large-scale development, neighborhood planning initiatives, and land use discretionary action approval processes

Identify ways that the MTA could achieve better outcomes in its participation in land use entitlement and environmental review processes, including both CEQR and SEQR.

Prepare MTA comments in environmental review processes and on development projects, including coordinating comments from across the agency

Identify new, actionable opportunities for the MTA's Bike, Pedestrian, and Micromobility Strategic Action Plan

Property Research and Communications:

Develop a working knowledge of the MTA's vast portfolio of assets and cultivate internal and external contacts and information sources

Shape development strategies for MTA properties and monitor regulatory and policy developments with implications for MTA assets

Create maps, graphics, data visualizations, reports, and presentations to communicate MTA's land use priorities to internal and external stakeholders

Identify research needs and partnerships that improve transit access and utilization

Additional responsibilities include:

Work collaboratively with the Senior Director of Capital Strategy (Land Use Strategy) to develop short, mid, and long-term priorities on an evolving basis

Manage project timelines, deliverables, consultant engagements, and support budget development and grant applications, as appropriate.

Build collaborative working relationships across C&D and the MTA family

Assist in managing direct reports and guiding project execution

Participate in professional development and stay current on planning best practices

Education and Experience

 

Bachelor's or Master's degree in Transportation, Urban Planning, Business, Public Policy, Economics, or a related field.

Must have a minimum of twelve (8) years of experience in Transportation Planning, Infrastructure, Finance, Planning, or a related field.

Must have a minimum of eight (4) years of managerial experience.

A Master's degree is preferred.

Demonstrated proficiency in analytical applications.

Proficiency in GIS, graphic software such as Adobe Illustrator, and dashboard/visualization software is a plus.
