IT@JH Research IT Solutions is seeking a highly collaborative, value-focused IT Senior Manager, who will support strategic service development and delivery for the unit, which provides IT solution design and facilitation services to meet the diverse needs of the Johns Hopkins University (JHU) and Johns Hopkins Medicine (JHM) research community. This role will help lead, implement and support a new set of service offerings for the Research IT Solutions unit being rolled out under the Office of the Deputy CIO, as part of Johns Hopkins’ expanding central IT support for the research mission. Research IT Solutions offers a connection point for research technology available to investigators, and a coordinated user experience through the design and facilitation of secure, cutting-edge IT solutions and services developed and supported in collaboration with key IT teams and other partners across the institution. Research IT Solutions bridges the gap between technology and research, both by helping investigators navigate the complexities and variety of technologies throughout the research lifecycle, and by advancing a roadmap of IT-managed platforms and products, including on-prem and cloud-based compute and storage infrastructure, data management and analytics applications, AI environments, study and lab workflow management tools, and more.
The IT Senior Manager is responsible for the strategic research IT service development and facilitation functions, in support of investigators and their projects/programs across Johns Hopkins research mission and disciplines. Works closely with leadership, key stakeholders and joint Research IT areas to develop the team and service priorities, implement and support research IT solutions and products, and regularly communicate these offerings to the broader research community. Works closely with faculty and other investigators to understand their needs, including research workflows, IT infrastructure, applications and data integrations, security and compliance, and usability/accessibility, and translates these requirements into solution mapping, statements of work, estimates, diagrams, and materials for grant proposals as needed. Regularly assesses the health of the research IT solutions and program through systematic utilization, adoption and value metrics tracking, as well as through stakeholder consultations, to identify areas to strengthen, further develop or diversify. Along with the broader team and within IT governance processes, contributes project and initiative planning to ensure effective use of technology and/or business processes to meet a variety of investigator needs and strategic roadmap developments.
The IT Senior Manager oversees customer relationships and experience, operational processes, and adherence to service level agreements. Creates and promotes a culture of excellent customer service through consistent practices, continuous process improvement, reference documentation, detailed testing and deployment plans, and high standards of communications. Develops relationships with investigator teams to understand needs, improve experience, and align with organizational goals. Maintains ties with colleagues throughout the institution to ensure optimal collaboration, coordination of efforts and excellent service delivery. Engages with individual contributors and leaders in a variety of roles and levels within Johns Hopkins University and Johns Hopkins Medicine organizations, including other technical teams within central IT and across Schools, research administration and compliance units, and Libraries, among others.
The IT Senior Manager is responsible for the development and application of IT solutions and platforms to support needs of investigator teams or programs, including ongoing support for established solutions and identification of opportunities for improvement, expansion or generalization. Establishes the team’s standard operating procedures that ensure solutions leverage best practice, secure, and compliant architectures and are implemented in accordance with institutional, local, and federal policies, with overall operational excellence and user experience design in mind. Responsible for multiple complex projects and supports requirements gathering, planning, delegation of component tasks to team members, execution of component tasks as necessary, remediation of roadblocks, and monitoring of progress towards completion. Supports a complex and dynamic portfolio of established and exploratory technology projects, which could include feasibility and solution design at various stages of grant-funded research and coordinating architectures and workflows across storage and compute infrastructure, data sources and access points, and software application platforms available for research, whether for single labs, cross-departmental collaborations or multi-site, multi-year programs.
Contributes high level communication, public speaking, stakeholder presentation and materials. Coordinates and delivers the facilitation, onboarding and training, adoption, and impact value measurement of supported solutions to researchers in different scientific disciplines across Johns Hopkins’ schools. Develops reference information and process patterns in partnership with other support units, and towards broader institutional knowledge sharing and communities of practices.
The IT Senior Manager leads a small-to-medium team of Business Solution Analysts and Research Technology Facilitators (and possibly additional related roles, such as Solutions/Software Engineers and Project/Product Administrators). Manages performance, and advocates for staff. Prioritizes tasks, reports on progress, addresses roadblocks and celebrates achievements in a timely manner. Fosters a culture of partnership, respect, listening, continuous learning and development, and plurality of perspectives.

- Represents senior organizational leadership, often with delegated authority, in meetings both within and outside of Hopkins.
- Represents the interest of the organization at industry, state and federal meetings to ensure that the best interests of the organization are considered.

Project/Product Responsibility
- Has direct responsibility for the design, development, and application of technical solutions that satisfy customer needs and are essential to the ongoing operations of the department or IT function.
- Is responsible for the management of multiple IT projects that impact the department or IT function, including planning, and monitoring progress toward completion.
- Ensures continuous delivery of information technology support and services through direct management of service level agreements.
Staff Management
- Recruits, develops, retains, and organizes staff.
- Assigns tasks, monitors progress and provides guidance.
- Perform other related duties as requested.
Minimum Qualifications
- Bachelor's Degree.
- Seven years of progressively responsible IT management experience.
- Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- A Degree in a technology field is preferred.
- Project management experience is desirable.
- Four years of direct supervisory experience is strongly preferred.
- Proven written, verbal and interpersonal skills and ability to exercise judgement with minimal supervision, with a good balance of providing timely information and escalation awareness and the ability to translate technology concepts to non-technical audiences.
- Ability to communicate honestly and transparently with all levels of an organization while maintaining professionalism and respect.
- Proven success building and developing high performing teams, with a strong customer-oriented focus and service delivery excellence.
- Experience working in a highly decentralized, consensus-driven environment, preferably in an academic/higher education institution.
- Experience with establishing and growing collaborative partnerships across a complex and evolving organization and strategic landscape.
- Strong understanding of the research project lifecycle.
- Advanced experience with technologies and engineering principles used in research such as for study information and data capture, management and storage, specimen inventory, scientific instruments and other lab asset management, advanced analytics and computing, and other research IT / informatics infrastructure components.
- Advanced knowledge of human subject research regulatory requirements including the HIPAA Security Rule, the HIPAA Privacy Rule, and the HHS Federal Policy for the Protection of Human Subjects. Awareness to other types of regulations and standards pertaining to research, especially around data management and sharing policies, protection of sensitive information, such as under NIST, FISMA or FERPA requirements, and Good Lab Practices.
