Job Summary:
The Raytheon Finance organization is seeking an individual to join its EVM Team as a Surveillance leader, which is a critical element of Raytheon’s “Best in Class” EVM Systems and Implementation. This position requires a dedicated individual who can be successful in a fast paced and demanding environment. Primary responsibilities include leading and managing an EVMS Surveillance team by providing a strong understanding of EVMS compliance and effectively collaborating with key stakeholders to identify and resolve deficiencies.
The selected candidate must have the ability to execute a demanding Surveillance cadence, assess EVM compliance across all ANSI-EIA 748 Guidelines and relevant DCMA EVMS Compliance Metrics (DECMs), provide insight into Corrective Action Planning, and ultimately ensure a collaborative environment between the Surveillance Team and Program Teams. This position will also require regular contribution to the development and deployment of EVM Training. The selected candidate will have demonstrated leadership skills and EVM expertise throughout the program life cycle, which includes but is not limited to EVM policy and procedure development and implementation. The selected candidate will have demonstrated effective communication across all levels of the business (e.g., Functional Organizations, Strategic Business Units, Senior Management, Program Management).
What You Will Do:
Provide expert guidance on EVMS Command Media interpretation and compliance to Program Teams
Execute EVM Internal Surveillance Plans in accordance with published testing methodology, including tools used to support and test EVM compliance
Ensure closed loop feedback to program teams regarding EVM compliance and implementation
Manage EVM Surveillance team to prepare program teams for both Internal and Joint Surveillance events
Manage and Support EVM Certification and EVM learning and certification events
Qualifications You Must Have:
Bachelor's Degree in Finance or Accounting or related field.
Typically requires 10 years Finance/Business; Scheduling; Integrated Program Management Analysis; Program/Project Management; Earned Value Management or a combination of the above; OR a Master’s degree with 7 years’ experience.
EVM compliance experience (conduct, support, etc.), including understanding of the analytical and interpretive techniques to assess EVM execution, compliance, materiality, and intent of process implementation
Experience leading a team.
Experience with EVM reporting requirements to include the Data Item Descriptions for the IPMR and IPMDAR among other deliverables
Qualifications We Prefer:
Excellent presentation and communication skills
Expert level of experience with Government Agency Surveillance reviews, techniques and assessment criteria
Demonstrated ability to track items to closure
Exposure to application of EVMS policies, procedures, and intent across the enterprise in multiple contractual scenarios
Knowledge of the 32 EIA-748 EVMS Guidelines, Raytheon EVMS Process Description Manual 10255, EVM Procedures and full suite of Raytheon EVMS tools and their application (APEX EV, PMX Tool Suite, PRISM EV, etc.)
Current Raytheon EVM Certification or Industry equivalent

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
