Our Health Engineering Solutions (HES) team works side by side with customers to articulate a vision for success, and then make it happen. We know success doesn't happen by accident. It takes the right team of people, working together on the right solutions for the customer. We are looking for a seasoned Senior Backend Engineer who will be a key driver to make this happen.

The Work:

The ICF Senior CMS Data/Policy SME will support ICF’s Health Engineering Solutions (HES) team in advancing key strategic initiatives for our CMS client. As a core member of the CMS Public Data Platform Team, this role will be instrumental in aligning strategic objectives across CMS stakeholders and external data partners. The SME will lead high-level engagements, develop persuasive business cases, and guide cross-functional teams through complex policy, regulatory, and compliance landscapes. Leveraging deep expertise in CMS data and policy, the SME will translate complex data ecosystems into actionable insights that drive innovation, integration, and operational efficiency across content and data initiatives. 

 Key Responsibilities: 

  • Spearhead high-level discussions with CMS stakeholders and external partners to ensure alignment on program goals, data strategy, and shared objectives. 
  • Conduct comprehensive evaluations of CMS platforms to identify strengths, gaps, redundancies, and opportunities for improvement across data assets, workflows, and user experiences. 
  • Develop a comprehensive CMS data inventory that captures the full ecosystem of Medicare and Medicaid data, synthesizing insights from various sources and products to create a unified “big picture.” 
  • Create compelling, data-driven business cases that clearly articulate the value and necessity of proposed data unification and modernization initiatives. 
  • Guide cross-functional teams through CMS policy, regulatory, and compliance requirements to ensure alignment and adherence. 
  • Identify and recommend opportunities for process improvement, system integration, and innovative uses of CMS data. 
  • Work closely with CMS stakeholders and internal data teams to ensure alignment and successful execution of proposed data strategies.  

Qualifications: 

  • 10+ years of experience in healthcare data analysis, CMS policy, or federal health programs. 
  • Bachelor’s degree in public policy, preferred in Health Informatics, Data Science, or related field.
  • Demonstrated experience with CMS data platforms and understanding of CMS policies and programs. 
  • 5+ years of experience with BI tools (Power BI, Tableau, MicroStrategy, etc.). 
  • Proven ability to manage large, complex datasets and translate them into strategic insights. 
  • Candidate must reside in the US 
  • Candidate must have lived and worked in the US for 3 of the last 5 years 
  • Candidate must be able to obtain and maintain a Public Trust 

Professional Skills: 

  • Abstract, innovative, out-of-the-box thinking with the ability to conceptualize complex problems, envision transformative solutions, and translate ideas into actionable strategies and deliverables. 
  • Familiarity with CMS programs such as Medicare, Medicaid, or Marketplace. 
  • Strong communication, stakeholder engagement, and policy analysis skills. 
  • Experience working directly at CMS or in support of CMS initiatives, demonstrating a strong understanding the agency operations, policies and systems.  
  • Experience with Data modeling tools and frameworks with the ability to design scalable, integrated data models and data flow diagrams. 

Preferred Skills:

Master’s degree in public policy, Health Informatics, Data Science, or related field.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$89,203.00 - $183,491.00
