Position Summary 

The Program Manager will oversee and coordinate the healthcare benefits offered through RISE Partnership’s Carewell program. This role coordinates with insurance providers, third-party administrators, and vendors to ensure Oregon’s in-home care providers have access to high-quality, affordable benefits. In partnership with the Director of Carewell and the Care Provider Experience Manager, this position leads the development and execution of enrollment strategies to ensure eligible participants access available benefits through the program. 

 

Essential Functions:

  • Develop and implement comprehensive enrollment campaign plans with clear timelines and systems to ensure efficient coordination of eligible participant enrollment.  
  • Lead, support, and coach team members to successfully execute and exceed enrollment goals. 
  • Lead the Carewell Learning Management System (LMS) and Compliance team, which is responsible for evaluating processes, identify problems, and developing process improvement strategies to enhance the learner experience and operational efficiency; establish standard operating procedures. 
  • Oversee administration of payments and appeals to assure they are issued in compliance with all relevant Carewell and associated Trust guidelines and rules. 
  • Create and manage work plans to ensure timely delivery of objectives, while mentoring team members to strengthen their own planning and time management skills. 
  • Oversee data monitoring, reporting, and analysis; adjust strategy as needed to remain aligned with benchmarks and milestones.  
  • Serve as the primary liaison with vendors and advisors to streamline eligibility and enrollment processes. 
  • Proactively identify opportunities and obstacles related to eligibility and enrollment; propose solutions, foster collaboration, and advance actionable strategies that empower participants and reduce systemic barriers 
  • Use data to drive continuous quality improvement, including goal setting, progress tracking, and the use of visual tools to support operational excellence. 
  • Ensure program implementations are consistent with RISE’S vision and branding. 
  • Foster and model an organizational culture rooted in equity and inclusion, both in internal staff experience and participant-facing services.  
  • Perform additional duties as assigned to support organizational success. 
Qualifications

Knowledge, Skills and Abilities:  

  • Ability to create and maintain strong, positive relationships with the Carewell Team. 
  • Strong commitment to advancing the voice and conditions of Oregon’s homecare and personal support workers and personal care attendants. 
  • Demonstrated experience managing complex operations, including staff, vendors, and contractors.  
  • Familiarity with healthcare benefits, including Medicare, Medicaid, and the Affordable Care Act ACA), as well as broader insurance markets.  
  • Strong commitment to equity and inclusion, demonstrated through practice and leadership. 
  • Proven ability to drive innovation and adapt programs in response to evolving policies, workforce dynamics, and system changes 
  • Skilled in navigating complex environments and managing competing priorities with clarity and focus 
  • Comprehensive understanding of HIPAA, HITECH, ACA, Medicaid, and Medicare regulations. 
  • Demonstrated experience in leadership development and staff capacity-building. 
  • Effective at building and guiding teams to meet campaign objectives, program goals, and timelines. 
  • Collaborative team player with the ability to foster productive relationships and balance diverse stakeholder needs, particularly within small team settings. 
  • Excellent communication skills, both written and verbal, including public speaking, event planning, and content development 
  • Familiarity with the homecare or long-term care industry is preferred. 

 

Experience: 

  • Proven success in leading programs or teams within nonprofit, union, government, or workforce development.  
  • Experience coordinating with multiple stakeholders – such as vendors, third-party administrators, and government partners – to deliver complex benefits or services.  
  • Demonstrated ability to navigate and apply healthcare regulations, including HIPAA, HITECH, the Affordable Care Act, Medicaid, and Medicare.  
  • Background in managing staff or teams, particularly in roles requiring accountability for outcomes and continuous improvement. 
  • Experience working with or on behalf of organized labor or worker-centered initiatives us preferred. 
  • Familiarity with homecare, long-term care, or public service sectors is a plus.  

 

Working Conditions:

  • Hybrid in or near Portland, OR (Flexible Work from Home Model) 

  • Occasional lifting and exertion for short periods 

  • Readiness to work occasional long hours, including weekends, as needed. 

  • Ability to travel between worksites and/or meeting locations within Oregon. 

 

Supervisory Responsibilities 

This is a confidential position that will engage in personnel matters.
