Job Title: Project Controls Professional – Project Controller – Requirements, Cost & Commercial Integration - Submarines

Working Pattern: Full-time – 37 hours – 60:40 Onsite / Remote – Occasional Travel

Join us as Project Controller – Requirements, Cost & Commercial Integration (Project Controls Professional), where you will take on responsibility for controlling the assumptions, requirements, and estimates that underpin a portfolio of work spanning diverse projects, engineering specialisms, customers, and competing priorities. In this role you will work across a varied stakeholder landscape to support the delivery teams on all matters of cost, estimating and commercial integration to meet project and programme requirements.

You will work closely with the Contract & Performance Manager, Project Delivery Managers and our Customer, the UK Ministry of Defence to achieve this – as well as wider business cost, commercial and finance teams. In role you will report to the Contract & Performance Manager, working within a team of project controls professionals and alongside project delivery teams to support development of cost and estimating work (including basic scenario modelling) which will underpin future MoD projects and programmes. You will also play a leading role on any partnering arrangements across the programme.

Rolls-Royce Submarines is a leader in propulsion system design and development for the Royal Navy’s nuclear submarine fleet and the sole provider and technical authority. What you will be doing:

As Project Controller – Requirements, Cost & Commercial Integration, you will:

  • Contribute to a team of project controls professionals to operate at a high standard and deliver exceptional service – creating an environment that enables people to excel by sharing strengths and working as a collaborative team. 
  • Lead on project performance management activities that ensure project plans align to the delivery of business case outcomes, customer requirements, deliverables, and benefits in-line with project management functional requirements – with a keen focus on requirements, assumptions, and the management of dependencies.
  • Assist delivery teams on all matters of cost, estimating and commercial integration necessary to meet project and programme requirements, including the management of any partnering arrangements; leading on the project’s integration with wider business functions such as cost, commercial and finance to enable delivery. 
  • Support maintenance and operation of a rigorous project controls system, including risk and opportunity management, scheduling, change control, earned value management, cost control, estimating and commercial integration; ensuring processes are compliant with organisational and contractual requirements and that outputs are robust and coherent.

To be successful in this role you will have skills in:

  • Stakeholder engagement and management; strong communication skills, ability to lead cross-functional teams to work across boundaries, influencing without authority to improve programme clarity and delivery.
  • Cost and estimating: experience developing basis of estimates, and integrating with cost, commercial and finance teams on matters of financial and/or commercial performance and reporting.
  • Leadership: leading aspects of work within high performing teams – delivering for internal and external stakeholders. Able to work collaboratively to deliver quality outputs, at pace, with clear logic and evidence.
  • Programme management experience: knowledge of project management and controls practices, including schedule, risk, performance and financial management; APM PMQ, APMG PPC or equivalent experience.  
  • Good working knowledge of Programme Management, Enterprise Resource Planning and business MI systems such as SAP, Primavera P6, FULCRUM  and integrating across these tools.
  • Resilience: experience working within challenging environments, with significant levels of personal resilience, persistence, and commitment.

To work for the Rolls-Royce Submarines Business an individual has to hold Security Check (SC) clearance without any caveats to that clearance. Rolls-Royce will support the application for Security Clearance if the individual does not currently already have this in place.

Due to the nature of work the business conducts and the protection of certain assets associated with this role, candidates must be UK nationals.
