Job Description:

The DHHS Division of Children and Family Services is seeking an individual with a passion for "helping people live better lives" to join their team as a Resource Development Placement Specialist.

The Resource Development Placement Specialist is essential to the team, as they locate the most appropriate placement for children in the child welfare system and provides support to relative and kinship homes who provide placement for children in the child welfare system.

As a Resource Development Placement Specialist, you will:

  • Submit referrals for children needing placement to Child Placing Agencies, (CPAs).
  • Maintain ongoing communication with case teams, CPAs, services, and family finding to locate the best placement to meet the child's needs.
  • Maintain monthly contact, provide support, and complete support plans for foster parents to maintain and/or stabilize placement
  • Communicate with providers, have time management skills, team collaboration skills, and overall understanding of instructions and procedures given by a supervisor, administration, and overall department.

Hiring Rate Increases July 1, 2025, to:  $19.045 per hour – Non-Exempt

Work Schedule: Monday – Friday; 8:00 AM – 5:00 PM

Dress Attire: Business Casual


 

Requirements / Qualifications:

Minimum Qualifications: Post high school coursework/training in social work, sociology, counseling, guidance, psychology, child development or related field and experience in resource development, eligibility determination or contract monitoring within a public service organization. OR Bachelor’s degree in any of the fields listed above.

Preferred Qualifications:

  • Bachelor's degree in human/social/behavioral sciences, public administration, previous experience or knowledge of the foster care system and Child Placing Agencies (CPAs), health sciences, public health, education, law or related field. OR Experience in the development of operational policies and procedures, performing quality assurance analysis/evaluation of programs; contract management, or leading community-based human/health/social care groups.  
  • Experience with Child Placing Agencies and or previous work in the foster care capacity, previous experience with placing youth who are state wards.
  • Computer comprehension skills, understanding Microsoft Office applications, experience with foster care system and placements and or previous experience with Child Placing Agencies, customer service experience, bachelor’s degree in human/social/behavioral sciences, policies, and procedures.

Knowledge, Skills, and Abilities

Knowledge of: the principles and practices of social work; federal and State laws, regulations and guidelines concerning services delivery; the principles of individual and group behavior; the techniques of counseling; community and service organizations.

Skill in: interviewing to collect and elicit essential information, communicating to receive and relay information, listening to and understanding information received, using a keyboard.

Ability to: learn and apply the methods and procedures of human services resource development; learn and apply agency policies, procedures, programs and philosophy; protect confidential information; interact with community leaders; apply problem solving techniques to a variety of different circumstances; assess customer needs to provide proper services and financial assistance; manage multiple files and records; collect and maintain data and analyze for trends; prepare written case histories and reports.
