Job Description:

Major Responsibilities:

Strategic Leadership to WASH Programming

  • Provide overall leadership and oversight for WASH programmes in line with the WVI Laos national strategy, WVI standards, relevant policies and guidelines.
  • Lead and support identifying the WASH related causes of poor child wellbeing outcomes that inform the national strategy for developing WASH programs interventions.
  • Develop, contextualize, adapt and ensure the relevant policies, guidelines and protocols are in place for WASH programmes in line with the local context.
  • Ensure the necessary guidance, capacity strengthening and coaching are provided to the programme teams and partners to ensure the quality WASH programme outcomes.
  • Oversee compliance with technical aspects of donor and grant requirements through appropriate tracking of detailed implementation plans, addressing issues in a timely manner.

Program Development and Management

  • Provide leadership and technical guidance for the development of the WASH programs, business plans and annual priorities. 
  • Set and enforce WASH programme standards to be adhered to by implementing staff and partners for quality WASH programming.
  • Develop, select and/or adopt tools, models and protocols to support WASH program implementation as per contextual needs and sensitivities.

Program Effectiveness and Quality assurance

  • Lead and ensure the management of quality implementation and monitoring of WASH programmes interventions within scope, time and budget.
  • Produce timely and consolidated annual/semiannual reports for SOs, Donors and relevant stakeholders.
  • Communicate project wins and challenges to both Sos and GC WASH team and build a strong WASH reputations for WV Laos stakeholders within the country.
  • Facilitate reflections, documentation and dissemination of WASH promising practices from the context for learning and future programming.
  • Ensure the development/ maintenance of data repository for the WASH programme interventions for better knowledge management, learning and decision making.

Resource acquisition and management

  • Ensure WASH programmes are adequately funded to achieve WASH related causes of poor child wellbeing outcomes.
  • Work with the grant acquisition/ resource development teams to preposition, support developing concept notes, proposals to mobilize necessary funding for WASH programmes.
  • Manage WASH grants, PNS and sponsorship funded projects to meet stakeholder requirements and project objectives.

Partnership, collaboration and networking

  • Develop, leverage and strengthen partnership with government ministries, CSOs, other organizations and stakeholders to support WASH related interventions.
  • Collaborate with technical specialists to ensure the integration, policy influence and implementation related to WASH programmes.
  • Represent World Vision Laos in relevant meetings at national, provincial and district level ensuring the participation, provide necessary guidance, support, engage in Technical al Working Group for alignment of National priorities.

Knowledge and Qualifications

  • At least 4-5-year experience in the field of community development work.
  • At least 2–3-year experience with WASH and/or relation sectors is preferred.
  • Effective communication, facilitation, writing, presentation, influencing and interpersonal skills.
  • Experience in working with multi-disciplinary teams and providing technical oversight to WASH Programming. 
  • Experience in stakeholder management including working with in-country professionals, government ministries, and donors.
  • Capacity-building and technical oversight skills and experience.
  • Bachelor’s degree, higher degree in a relevant field, or equivalent.
  • Technical know-how and demonstrate knowledge on Water, Sanitation and Hygiene.
  • Computer literacy, MS Office, numerical skills.
  • Fluent in English and fluency of Laos would be preferred.
  • Excellent communication and presentation skills.
  • Understanding of approaches in poverty alleviation, community development.
  • Project Management knowledge and skills.

Work Environment:

As required by the project implementation. In good physical condition to travel to districts, and reach remote villages, ability to stay overnight at community if needed.
