Location: Remote (U.S.-based)

WHAT YOU’LL DO:

We are seeking a full-time senior-level consulting expert to lead and scale our cost allocation and fiscal recovery services for state and local government clients. This is a highly visible role that combines technical depth, client-facing presence, and internal leadership and is critical to our continued growth in one of the firm’s fastest-growing practice areas.

This individual will serve as the go-to subject matter expert across Cost Allocation Plans (CAPs), Statewide Cost Allocation Plans (SWCAPs), Public Assistance CAPs (PACAPs), Title IV-D/IV-E, and user fee and rate studies. The ideal candidate thrives in high-growth environments, is comfortable balancing delivery and pre-sales, and is energized by mentoring and developing junior talent.

Key Responsibilities

Client Delivery and Advisory

  • Serve as lead expert on complex cost allocation and recovery projects across departments, enterprise funds, and public assistance programs
  • Guide clients on the development and implementation of federally compliant CAPs, SWCAPs, ICRPs, and user fee models
  • Lead conversations with senior finance stakeholders and federal cost negotiators; act as the firm’s expert during audits and reviews

Proposal Strategy and Growth

  • Serve as the named expert on proposals and RFP responses
  • Shape methodology, solution design, and pricing for new engagements
  • Contribute to go-to-market strategies and support our expansion into new jurisdictions

Internal Enablement and Capability Building

  • Mentor junior and mid-level consultants on methodology, compliance, and client delivery
  • Build out internal tools, models, templates, and documentation to support delivery at scale
  • Help systematize training and onboarding for cost planning solutions

Practice Development and Thought Leadership

  • Contribute to the long-term vision and scalability of the service line
  • Represent the firm externally through industry engagement
  • Help maintain our reputation as a market leader in compliant, impactful cost recovery solutions

WHAT YOU’LL BRING:

  • Bachelor’s degree in finance, Accounting, Economics, or Public Administration required; CPA, CGFM, or MBA preferred
  • Twelve (12) or more years of experience in state and local government consulting or public-sector finance, with a focus on:
    • Cost Allocation Plans (CAPs/SWCAPs)
    • Title IV-D and IV-E claiming
    • Indirect Cost Rate Proposals (ICRP)
    • User Fee Studies and Cost of Service Analysis
    • Rate modeling and internal service fund chargebacks
  • Strong fluency in OMB Uniform Guidance (2 CFR Part 200) and state/federal funding requirements
  • Demonstrated ability to lead complex engagements and navigate regulatory reviews and audits
  • Experience advising state agencies, large counties, or enterprise-level city departments
  • Advanced Excel modeling required; familiarity with software tools like Burso, PowerPlan, or OpenGov preferred
  • Strong written and verbal communication skills; confident in both proposal writing and client-facing presentations
