About This Role

NORESCO leads a highly specialized team of employees and consultants in the development of building energy efficiency code compliance tools and training. This team uses the user-centered design process to develop performance-based solutions which increase compliance with local and national building energy codes.  Increasing compliance is a critical component of realizing the energy savings and other benefits from building codes. 

NORESCO is seeking an Energy Code Analyst II to execute major project deliverables within the Codes and Standards team. The position requires a minimum of four years of experience demonstrating increasing responsibility, skills specific to the building industry, proven technical writing skills, and the ability to prepare and coordinate a variety of staff and client materials. Aptitude for and experience with project management and client management is preferred. 

This individual will execute project tasks that are technical and detail-oriented; create project scopes; and manage and conduct technical and market transformation activities for local jurisdictions. Tasks include activities such as conducting research on compliance barriers and permitting trends, interviewing stakeholders and user groups, developing workshop and webinar content, analyzing collected data, reading policies and plans to understand local objectives, and creating print and digital materials to educate user groups.

The Energy Code Analyst II will have primary responsibility for executing technical content of deliverables with involvement from others, either within or separate from the organization; preparation of deliverables in required formats with support from others; and performing quality control activities to ensure technically correct work products. The selected candidate will work with the internal team to develop exceptional project management and client management skills, with the goal of being able to independently manage projects, self-perform technical work tasks and provide quality customer service to the client within one year. They may be called upon to coordinate and represent NORESCO in workshops and presentations as related to the client projects.

The candidate shall have some knowledge of building design and permit processes, energy-efficient technologies, the building industry, California building and energy codes.

As a member of NORESCO’s Codes and Standards team, you will have broad impact on state, local and national building energy codes. Key Responsibilities:

  • Lead and conduct energy efficiency education and outreach programs in San Diego, within the State of California.
  • Develop tools, resources, and provide analysis on local energy code implementation and compliance.
  • Utilize user centered design concepts to produce work products that are designed specifically for the needs and workflow of the users.
  • Provide building design expertise and perform technical tasks on code compliance processes.
  • Develop, plan, and facilitate workshops or webinars, including development of objectives and intended outcomes, identification of appropriate participants, agenda development and development of activities and materials. 
  • Communication with others on the team regarding current workload, project updates, potential obstacles, opportunities for innovation, and specific project deadlines on contracted work is required.
  • Provide clear and well-written memorandums and reports to various clients (investor-owned utilities, regional energy networks, state energy commissions, local jurisdictions) regarding energy policy and other analyses.
  • Meet and contact clients as appropriate to discuss methods, and present results and recommendations.
  • Work towards independently managing key clients and delivering high-quality projects.
  • This is a remote position, however candidate must be located in San Diego or other local county as local knowledge and some local travel around San Diego is required. Occasional (10-15%) out-of-town business travel.  

Required Qualifications:

  • 4+ years’ experience in building industry, preferably in energy efficiency.
  • Bachelor’s degree.
  • Located in San Diego County, Orange County, Imperial County, Riverside County or 4+ years’ experience working in the San Diego area including new and existing residential and commercial developments, neighborhoods experiencing growth, local policy and / or community planning insights.

Preferred Qualifications:

  • Degree in in building science, construction management, or engineering.
  • Knowledge of Title 24, ASHRAE Standard 90.1, IECC, and other energy codes and standards.
  • Expertise in building systems including envelope, mechanical, electrical, controls, and utility connections. 
  • Knowledge of the building delivery process and permitting process.
  • Possess a budding network in local building/energy organizations.
  • Demonstrated ability to write technical reports, papers, and provide presentations to knowledgeable audiences.
  • Excellent oral and written communication skills.
  • Working knowledge of and experience with the architectural design process and all phases of design and construction from pre-design to construction administration.
  • Familiarity with design and collaboration tools such as InDesign, Canva, and Miro, are a plus.

Pay Range:

$76,516 - $107,122 Annually
