About Publications and Creative Services Office (PCS)

This position is in the Publications and Creative Services Office (PCS), a unit in ODHS|OHA Shared Services. Shared Services is part of the Oregon Department of Human Services (ODHS) and Oregon Health Authority (OHA). The Publications and Creative Services Office consists of 36 FTE and manages the brand/design of ODHS|OHA forms and publications. PCS is committed to racial and socioeconomic equity as a driving factor to improve health outcomes for all communities that experience inequities by supplying creative services, alternate communications, creative technologies and co-developing culturally appropriate communications for the communities we serve.

Summary of Duties

As an Electronic Publishing Design Specialist 1, you will:

The Electronic Publishing Design Specialist 1 will develop design solutions and produce final deliverables using the Adobe Creative Suite, coordinate printing, and use Workfront to manage all projects assigned to them. Assignments are done within design parameters specified by the customer, supervisor or higher-level designers (EPDS 2 or 3). Designers work with program representatives to understand the intended use and audience of the materials being requested and create a design solution that focuses on these needs. This position must understand Americans with Disabilities Act (ADA) to meet federal guidelines on document accessibility. This position requires you to have the understanding around ADA web content accessibility (Web Content Accessibility Guidelines (WCAG) 2.2 Level AA.

  • Designs, produces and coordinates the printing of basic department publications to ensure programs have materials that follow policy.
  • Produces custom graphics for a variety of publications using traditional tools such as pen-and-ink, cloud-based Software as a Service (SaaS) and other software applications.
  • Uses scanners, printers, cameras and other specialized electronic equipment so publications can be proofed, printed and distributed.
  • Oversees projects by working directly with other web and graphic design team members, customers, in-house linguists, and vendors to meet established project needs and deadlines.
  • Serves as a project coordinator working directly with design team members, in-house linguists, customers, vendors, and private or public organizations to ensure deliverables meet the program’s need and timeline.

Minimum Qualifications

  • A bachelor's or Associate degree in Graphic Arts; OR
  • A bachelor's degree in fine arts with a minimum of 18 quarter (12 semester) hours of graphic arts courses and one year of graphic arts design production experience; OR
  • Two years of graphic arts design production experience.

  • Organizational skills and ability to manage multiple projects.
  • Ability to work independently and as part of a team.
