Senior Traffic Engineer – Signals & Signal System Design

Urban Engineers, Inc. is seeking a Senior Traffic Engineer with deep expertise in traffic signal design and signal system planning. This is a client-facing role for someone who can lead technical work, manage projects, and help grow out traffic engineering practice. You will work on a range of public and private sector projects, with an emphasis on intersections, corridors, and urban signal networks.

 

Responsibilities
  • Lead the design and development of traffic signals, signal timing plans, interconnect layouts, and system integration
  • Prepare construction documents including plans, specifications, and estimates (PS&E) for traffic signal and signal system projects.
  • Conduct traffic operations analyses using Synchro, VISSIM, and other modeling tools.
  • Perform signal warrant analyses, traffic impact studies, and corridor signal coordination studies.
  • Oversee QA/QC for traffic signal plans and ensure compliance with local, state, and federal standards (e.g., PennDOT, NJDOT, ITE, MUTCD, AASHTO)
  • Collaborate with clients (DOTs, cities, counties) to align technical design with client expectations and project progress.
  • Develop and maintain project scopes of work, schedules, and budgets.
  • Mentor junior staff and support internal technical development.
  • Engage in business development activities, including proposal writing and client presentations.
  • Coordinate with other disciplines on large, complex multi-discipline projects.
Requirements:
  • Bachelor of Science in Civil Engineering
  • A minimum of 8 years of traffic engineering experience in a consulting environment
  • P.E. License
  • M.S. or M.E. in Civil / Transportation Engineering a plus
  • Proven expertise in traffic signal design, timing, and coordination
  • Project management experience a plus
  • Excellent communication and organizational skills
  • Proficiency with AutoCAD and/or MicroStation/In Roads/Open Roads, plus traffic modeling tools (Synchro, Sim Traffic, HCS, VISSIM)
  • Strong understanding of PennDOT, NJDOT, and City of Philadelphia standards, signal system design principles, and project delivery processes.
 
Preferred Qualifications:
  • PTOE Certification
  • Experience working directly with the city and state transportation agencies
  • Familiarity with ITS, adaptive signal systems, and fiber optic communication networks
  • Experience with NJDOT, PennDOT, NJ and PA Counties and/or MPO’s a plus
