Job description

ICF is currently looking to identify a Non-Profit Community Recovery Program Lead. This person will oversee the implementation and management of the Non-Profit Community Recovery Program under the CDBG-DR grant awarded to Pinellas County, FL. This role is responsible for administering $10 million in funding to support nonprofit organizations serving low- and moderate-income (LMI) populations affected by federally declared disasters.

The Lead will ensure program compliance with HUD regulations, manage stakeholder engagement, and deliver measurable recovery outcomes. 

Key Responsibilities: 

  • Lead the design, launch, and execution of the Non-Profit Community Recovery Program in alignment with HUD CDBG-DR regulations and Pinellas County’s Action Plan. 
  • Develop and manage application processes, eligibility criteria, and underwriting guidelines for nonprofit applicants. 
  • Coordinate the provision of financial support for rehabilitation, repair, or stabilization of nonprofit facilities. 
  • Ensure compliance with HUD’s LMI Area Benefit (24 CFR 570.208(a)(1)) or Limited Clientele (24 CFR 570.208(a)(2)) national objectives. 
  • Coordinate with the Environmental Staff to oversee environmental review processes (24 CFR Part 58) and ensure readiness for construction activities. 
  • Assist the County in the preparation and execution of grant agreements with nonprofit recipients, outlining performance expectations and compliance obligations. 
  • Track program performance, maintain documentation in the System of Record (SOR), and support reporting to HUD’s DRGR system. 
  • Collaborate with internal teams, subcontractors, and community stakeholders to ensure effective program delivery. 
  • Support audits, monitoring visits, and compliance reviews by HUD or Pinellas County. 

Required Qualifications: 

  • Bachelor’s degree in Public Administration, Urban Planning, Nonprofit Management, or related field. 
  • Minimum 5 years of experience in managing federally funded programs, preferably CDBG-DR or HUD-related initiatives. 
  • Demonstrated experience working with nonprofit organizations and LMI communities. 
  • Strong knowledge of HUD regulations, URA, 2 CFR Part 200, among others. 
  • Proven ability to manage grants, budgets, and compliance documentation. 
  • Excellent communication, stakeholder engagement, and project management skills.

Preferred Qualifications: 

  • Experience with DRGR reporting and HUD monitoring processes. 
  • Familiarity with the Florida disaster recovery context or similar jurisdictions.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$97,656.00 - $166,016.00
