Program:Digitalisation for Growth, Integrity and Transparency (UK DIGIT)
Position: Data Analytics Specialist
Reports to: Deputy Chief of Party
Location: Remote (Ukraine-based)
Job Type: Part-time, through September 30, 2025

SUMMARY 

Eurasia Foundation (EF) is a US-based non-profit organization committed to supporting responsive, accountable, and transparent governance in transitional countries. EF implements programs that enhance civil society, promote democratic governance, and support economic growth. 

EF leads the implementation of the UK-funded Digitalisation for Growth, Integrity, and Transparency (UK DIGIT) program, which leverages Ukraine’s digital transformation to stimulate sustainable economic growth, enhance transparency in reconstruction, and strengthen anti-corruption measures. 

EF is seeking a results-driven Data Analytics Specialist to support evidence-based reform, anti-corruption efforts, and digital service improvements by collecting, analyzing, and visualizing public sector data. The role supports core program functions and will contribute to strengthening transparency, monitoring KPIs, and providing actionable insights to key stakeholders. 

DUTIES 

  • Collect, clean, and analyze data related to digital public services, reform implementation, and anti-corruption indicators.
  • Design dashboards and data visualizations using platforms such as Power BI or Tableau.
  • Collaborate with technical and MEL teams to define and refine KPIs and indicators for service delivery and system integrity.
  • Prepare analytical memos, briefs, and visual presentations for internal and external stakeholders.
  • Monitor datasets from state registries and government platforms, and identify performance gaps or irregularities.
  • Contribute to building internal data analytics capacity by documenting methods, tools, and reporting templates.
  • Coordinate with government partners (e.g., Ministry of Digital Transformation, Ministry of Economy) on data needs and insights.
  • Support forecasting, trend analysis, and risk identification for reform projects and digital systems.

 

QUALIFICATION 

  • At least 5 years of experience in data analytics, statistics, or research—preferably related to governance, public services, or anti-corruption.
  • Proficiency with data analysis and visualization tools (e.g. Excel, Power BI, Tableau, Python, R, SQL).
  • Strong ability to work with large public datasets and translate findings into actionable insights.
  • Previous experience working with public institutions, donor-funded programs, or civil society organizations.
  • Ability to structure and present data in a clear, concise, and visually compelling format.
  • Ability to work independently, manage time, and meet deadlines.

 

PREFERRED QUALIFICATION 

  • Familiarity with Ukraine’s digital governance landscape and public data systems.
  • Previous experience supporting reform or integrity programs in Ukraine or similar contexts.
  • Academic background in statistics, economics, public policy, or data science is a plus.
  • Experience with fraud detection or risk-scoring methodologies is an advantage.

 

LANGUAGE REQUIREMENTS 

  • Fluency in Ukrainian is required. Basic working knowledge of English is sufficient.
