The successful candidate may be offered a position in either the Land Records/GIS Technician or the Senior Land Records/GIS Technician classification. The range for the Land Records/GIS Technician is $26.14 - $30.06 per hour; and for the Senior Land Records/GIS Technician is $28.82 - $33.14 per hour.

Distinguishing Characteristics: This is the journey-level classification in the Land Records/GIS Technician series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request. This class is distinguished from the Land Records/GIS Technician, Senior in that the latter is a higher-level class in the series that performs more complex technical, investigative, and supervisory duties requiring a higher level of knowledge and skill.
Examples Of ESSENTIAL JOB FUNCTIONS
Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
- Updates and maintains the various major base GIS layers and databases, including the City's street, parcel, centerline, subdivision, zoning and utility data, using GIS-ArcMap software by interpreting information from new subdivision plats, tax rolls, ordinances and as-built civil engineering plans.
- Creates and maintains documentation for GIS layers applications and procedures.
- Performs quality control review for assigned GIS data layers.
- Prepares maps/data required from various GIS layers as directed.
- Assist customers in the land records area as required.
- Updating, maintaining, and testing of the City’s Imaging Retrieval System for engineering record drawings.
- Assists with maintaining various printers and plotters as directed.
- Regular and consistent attendance for the assigned work schedule is essential.
Marginal Duties:
- Performs other duties as assigned.
Typical Decisions: The incumbent interprets engineering construction plans and various digital data for GIS-ArcMap use, and develops and maintains documentation for the adding, converting and maintenance of the city’s GIS data maintained by the Land Records Division.
Minimum Qualifications:
Knowledge of: GIS-ArcMap software; basic civil engineering principles and methods; computers and peripheral equipment.
Skill in: Communicating effectively both verbally and in writing;designing and drawing computer graphic illustrations and presentations; using computer and peripheral equipment; documenting technical information.
Education: Associate’s degree in civil engineering, land surveying, GIS, or related field.
Experience: One (2) year of experience with GIS Arc-Map software; civil engineering, or related field is required.
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements
Licenses and Certifications: Valid Class C driver’s license (must obtain within 30 days of hire per state law).
Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Physical Demands and Working Conditions: This is primarily an office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Senior Land Records/GIS Technician
Summary of Duties: Under general supervision, the Land Records/GIS (Geographic Information Systems) Technician, Senior designs and develops basic GIS programs and applications; conducts basic GIS geographical research and analysis; designs and performs quality checks on data in the GIS libraries maintained by the Land Records Division; trains, assists and supports staff in the use of GIS applications, programs, databases, and associated equipment; assists with GIS data updates and applications; oversees and leads team projects.
Distinguishing Characteristics: This is the advanced journey-level classification in the Land Records/GIS Technician series. The incumbent plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Works under indirect supervision, conferring with manager on unusual matters.

- Verifies all assigned GIS layers, maps, and documentation are completed on schedule and accurate.
- Performs quality review checks for work of Land Records/GIS Technicians before data is placed in the GIS libraries.
- Designs, develops, and performs basic geographic analyses for special studies and projects.
- Organizes, plans, and leads team on various individual GIS projects.
- Creates maps for boundary agreements and street jurisdiction; updates City limit lines and polygon layers.
- Assists with GIS data updates and applications; oversee back-up of files to safe storage.
- Participates in developing work programs, establishing deadlines, and monitoring the progress of GIS related projects.
- Trains and supports staff in the use of GIS applications, programs, databases, and equipment to accomplish and support departmental and inter-departmental projects and programs.
- Assist customers in the land records area as required.
- Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions: The Land Records/GIS Technician, Senior, must determine the appropriate format and design to meet the requirements of each project while maximizing accuracy and efficiency. Must prepare applications that can be used effectively by different staff groups. Must respond to problem statements and questions from other staff on GIS applications, programs, and equipment maintained by the Land Records Division.
Minimum Qualifications:
Knowledge of: GIS-ArcMap software; data versioning methods and techniques; statistical and geographic analytical techniques; basic civil engineering principles and methods; basic theories and methods used in GIS; computers and peripheral equipment; City operations and the specific databases, resources, and other related factors.
Skill in: Communicating effectively both verbally and in writing;utilizingGIS-ArcMap software; operating computers and peripheral equipment; creating and analyzing maps; documenting technical information; planning and executing specific projects and assignments over time; overseeing and leading team projects; reading and interpreting engineering plans and subdivision plats.
Education: Associate’s Degree in civil engineering, land surveying, GIS, or related field; Bachelor’s degree preferred.
