SUMMARY

 EF is leading the implementation of the Digitalisation for Growth, Integrity and Transparency (UK DIGIT) program. UK DIGIT aims to leverage Ukraine’s digital transformation to promote sustainable economic growth, combat corruption, ensure transparency in reconstruction and recovery, and advance good governance during and beyond the war. By enhancing digital infrastructure and institutional capacity, DIGIT will support Ukraine’s transition toward a more open, efficient, and corruption-resistant government.
 
EF is recruiting for the position of Digital Advisor, who will be responsible for the development of the initial draft of the National Digital Agenda.
 
As Ukraine pursues reconstruction, modernization, and integrates more closely with Europe, a comprehensive and forward-looking digital strategy is essential to guide the country's digitalization reforms over the next decade. The National Digital Agenda will serve as Ukraine's strategic document for digital transformation, providing a coherent vision and implementation framework across all sectors of society and the economy. This strategic framework will:
 

  • Serve as a cornerstone for Ukraine's post-war recovery and modernization efforts;
  • Support Ukraine's European integration journey by aligning with the EU's Digital Compass 2030 and Digital Decade Policy Programme;
  • Accelerate Ukraine's digital convergence with the EU Single Digital Market;
  • Enhance Ukraine's digital sovereignty and resilience against both physical and cyber threats;
  • Position Ukraine competitively in the global digital economy, building on existing strengths in IT services and innovation;
  • Utilize emerging technologies to further enhance Ukraine’s role as a digital leader and innovator; and
  • Ensure alignment of existing and to-be-created sectoral strategies related to various aspects of digitalization, social, and economic development.
 
DUTIES

 

  • Lead the development of the vision for Ukraine’s National Digital Agenda 2030 in close consultation with the Ministry of Digital Transformation (MDT) and other relevant stakeholders;
  • Design the structural framework for Ukraine’s National Digital Agenda, outlining its key pillars, strategic goals, and cross-cutting themes;
  • Advise on the alignment of the proposed National Digital Agenda with the EU Digital Compass, including areas such as digital skills, digital infrastructure, digital public services, and the digital economy;
  • Position the National Digital Agenda as the overarching digital policy document, providing strategic direction and integration for all other national digital strategies and initiatives;
  • Contribute to in-depth analytical research to benchmark international best practices, drawing on successful digital strategies from EU member states and other global digital leaders;
  • Collaborate with the Ministry of Digital Transformation (MDT) to identify national priorities and address gaps in the current digital strategy landscape;
  • Facilitate stakeholder engagement through structured consultations and working groups involving representatives from government agencies, civil society, the private sector, and international partners.
  • Provide strategic oversight and quality assurance throughout the drafting process to ensure the agenda is relevant, coherent, and clearly articulated; 
  • Develop comprehensive Terms of Reference (ToR) for preparing the full draft of the National Digital Agenda, detailing its proposed structure, key components, and areas of focus;
  • Contribute to the development of profiles and assist with identifying candidates to serve as domain area experts for the National Digital Agenda development.
  • Undertake additional analytical and advisory tasks as needed and assigned during the development process.
 
DELIVERABLES

 

  • Validated vision for Ukraine’s National Digital Agenda — Developed in close consultation with the MDT to guide strategic direction of the National Digital Agenda. Deliverable: National Digital Agenda Vision Document
  • Validated concept for the National Digital Agenda — Includes the proposed structure and key ideas for each section, developed collaboratively with the MDT. This serves as the foundation for drafting the full strategy. Deliverable: National Digital Agenda Concept Document
  • Comprehensive Terms of Reference (ToR) for consultants/vendors — Defines objectives, key components, and the implementation approach for the full drafting process of the National Digital Agenda. Deliverable: Terms of Reference Document
 
QUALIFICATIONS

 

  • Master’s degree in Public Policy, Information and Communication Technology (ICT), Digital Transformation, Economics, or a related field from an accredited institution.
  • At least 7 years of relevant professional experience in digital transformation, eGovernance, or strategic policy development.
  • Proven track record of leading or contributing to national-level digital strategies or public policy initiatives.
  • In-depth knowledge of the EU Digital Compass, international digital policy frameworks, and global best practices in digital transformation.
  • Experience in stakeholder engagement and public consultation processes, including facilitation and consensus-building.
  • Strong ability to synthesize complex data and insights into clear, strategic, and actionable policy documents.
  • Excellent analytical, writing, and communication skills, with the ability to convey complex ideas to diverse audiences.
  • Familiarity with Ukraine’s digital transformation landscape, governance structures, and institutional context is considered an asset.
  • Fluent English is required.
