Telework possibilities - Onsite 2 days per week.

Overview of the Position: The Program Analyst (Intermediate) will support the Department of the Navy (DoN) by drafting, coordinating, and implementing policies and procedures related to foreign disclosure and technology transfer. This role requires strong analytical skills, an excellent command of the English language, and the ability to collaborate with various stakeholders to achieve program objectives in compliance with established regulations and policies.

Responsibilities

  • Draft, coordinate, and promulgate new policies and amendments to support DoN foreign disclosure and technology transfer.
  • Research and apply knowledge of administrative laws, policies, and regulations to analyze foreign disclosure and technology transfer proposals.
  • Develop familiarity with National Disclosure Policy Committee (NDPC), DoN Technology Transfer and Security Assistance Review Board (TTSARB), and DoN Foreign Disclosure Manual.
  • Develop and deliver oral and written summaries of foreign disclosure and technology transfer issues and potential solutions.
  • Analyze changes in program goals, objectives, policies, and regulations, and provide recommended actions.
  • Review and respond to requests related to DoN foreign disclosure and technology transfer, including policy amendments.
  • Coordinate proposed policies and amendments with DoN, Department of Defense (DoD), and United States Government (USG) offices.
  • Support directorate knowledge management efforts, including maintaining and organizing files and recommending improvements to information-sharing tools.
  • Process export license requests, develop draft positions, coordinate proposals, and develop briefings.

  • Excellent command of the English language, with professional standards for sentence structure, grammar, and spelling.
  • Strong analytical and critical thinking skills.
  • Ability to research and apply administrative laws, policies, and regulations.
  • Effective communication and coordination skills to build consensus among diverse stakeholders.
  • Knowledge management and organizational skills.

Required Qualifications

  • Bachelor's degree in a related field.
  • 5+ years of experience related to DoD technology transfer and foreign disclosure
  • Knowledge of administrative laws, policies, regulations, and precedents related to foreign disclosure and technology transfer.
  • Strong written and oral communication skills.
  • SECRET security clearance
