Position Summary: New York City Public Schools (NYCPS) provides a clean and safe environment for its students and staff. School Facilities manages approximately 130 million square feet of floor space in over 1,300 separate sites throughout NYC, employing approximately 500 mechanics, 900 custodian engineers, and 300 other employees with expertise in the fields of facilities management, engineering, environmental health, administration, accounting, construction, planning, and project management.
The Director, Contracts will provide strategic leadership and oversight for all contract management activities, emphasizing the advancement of Minority and Women-Owned Business Enterprise (M/WBE) participation. This role is responsible for ensuring that contractual agreements, especially those related to facilities maintenance, repairs, and infrastructure projects, are fully compliant, cost-effective, and aligned with the district's goals for diversity and inclusion. The Director, Contracts will lead efforts to streamline contract processes, foster strong vendor relationships, and enhance engagement with M/WBE vendors, optimizing contract terms to maximize resources and promote equitable access to district opportunities. Performs related work.
Reports to: Executive Director, Contracts & Performance
Direct Reports: Deputy Director, Contracts
Key Relationships: Relationships will be fostered with management, the Office of School Youth and Development, Division of Contract and Purchasing, School Construction Authority, Fire Department of New York, Department of Environmental Conservation, Department of Environmental Protection, Department of Buildings, Department of Health and Mental Hygiene, and the New York Police Department.
Responsibilities
- Establishes policies and procedures to be implemented by the Deputy Director, in coordination with the various contract managers (construction, mechanical, and electrical).
- Advises and reviews major expense projects for the repair and rehabilitation of school buildings and NYCPS properties.
- Authorizes job and contract specifications prepared by staff.
- Approves specifications for bids.
- Establishes standards for new materials and construction techniques.
- Establishes standards required to review the acceptability of change orders and contractor requests for extension of job completion time.
- Evaluates vendor and/or contractor performance and makes policy decisions regarding extensions or renewals of contracts.
- Oversees overall accountability of contractor performance.
- Makes decisions regarding work delays, contract cancellation and contractor default.
- Meets with contractors to resolve disputes on matters of a technical nature, such as the interpretation of specifications and drawings, change orders and time extensions.
- Administers the ongoing review and analysis of contract maintenance processes and controls: engineering, violations, change orders and public assembly management systems.
- Monitors contract management performance to ensure adherence to standards.
- Initiates, guides and controls management studies designed to improve the effectiveness of current maintenance engineering and contract management systems.
- Serves as the awarding officer for the Division on requirement contracts, service contracts.
- Serves as liaison with various government agencies regarding violations of codes and regulations.
- Represents the Executive Director and/or the Chief Executive for the Division of School Facilities at conferences and meetings with representatives of the NYCPS, various government agencies and other concerned individuals and groups.
- Drives initiatives to increase M/WBE participation, ensuring equitable access and supporting district goals for diversity and inclusion.
Qualification Requirements
Minimum
- A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
- A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
- A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
Preferred
- Experienced in all aspects of contract management, technical specifications and contractual requirements and ability to ensure compliance with the same.
- Knowledge of applicable Federal, State and local building codes, regulations, laws and ordinances.
- Ability to track multiple detail items – accuracy and organizational skills are essential.
- Ability to prepare written reports and make presentations clearly and concisely.
- Ability to conceptualize and make quantitative and qualitative decisions affecting overall organizational strategy.
- Ability to make critical analyses, such as cost benefit analyses, in determining course of action.
- Excellent relationship development and management skills.
Salary: $149,712 – 164,683
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
