Program Analyst (Senior), Foreign Military Sales (FMS) Program Support

Overview of the Position: The Program Analyst for Foreign Military Sales (FMS) provides high-level support for the administration, management, and policy development of FMS case management. This role requires extensive experience in program analysis, evaluation, and security assistance, with a focus on improving and managing the FMS process lifecycle.

Responsibilities

  • Provide security cooperation support for FMS case management, policy, and administration.
  • Review, analyze, and make recommendations on policies, plans, tools, metrics, and resources used throughout the FMS case lifecycle.
  • Support FMS/FMF case administration, management, financial, training, and logistics issues.
  • Develop, plan, and interpret Security Assistance policy; assist in policy development, legislative review, and preparation.
  • Conduct research and make recommendations to improve the FMS case lifecycle, leases, grants, and weapons transfer initiatives.
  • Support formal meetings, including analytical and administrative support, and provide reports for briefings to DoD leadership.
  • Provide case development, management, and closure support, coordinating with case managers and conducting technical program analysis.
  • Conduct financial analysis and reporting on special areas of interest; prepare monthly reports and briefing materials showing metrics.
  • Develop various reports and presentations for case reviews and meetings; update monthly reports.
  • Perform analysis and make recommendations to resolve corporate FMS business rule violations; submit monthly reports with analysis and recommendations.
  • Draft policy and procedures for case development, training, and closure for the DoN FMS Community.
  • Provide advice, analysis, counsel, coordination, and prepare technical papers on strategic goals, protocol issues, meetings, symposiums, and conferences.
  • Attend and maintain minutes for FMS enterprise activities and high-level meetings.

Skills And Abilities

  • Extensive knowledge of FMS processes, policies, and regulations.
  • Extensive experience in program analysis, evaluation, and security assistance.
  • Strong analytical and critical thinking skills.
  • Proficiency in automated systems for process improvement.
  • Excellent written and oral communication skills.
  • Ability to manage and track multiple projects and tasks efficiently.
  • Strong organizational and administrative skills.
  • Financial analysis and reporting skills.

Required Qualifications

  • Bachelor’s degree with ten years of experience in high-level or highly sensitive assignments, such as program analysis, project planning, security assistance, or security cooperation.
  • Experience routinely supporting executive-level leadership (FO/GO, SES) is strongly desired.
  • Ability to work collaboratively with various stakeholders and maintain effective coordination with DoD and DoN offices.
  • SECRET security clearance
