Program Analyst (Intermediate), Country Program Director (CPD) Program Support

Overview of the Position: The Program Analyst provides administrative, analytical, and management support for Foreign Military Sales (FMS) case development, management, and administration. This role focuses on supporting CPDs across various regional divisions, ensuring the efficient execution of FMS programs, and meeting security assistance requirements for assigned geographic regions and countries.

Responsibilities

  • Provide administrative, analytic, and management support for internal and enterprise-wide FMS case development, management, and administration.
  • Support security assistance and FMS requirements for assigned geographic regions and/or countries.
  • Provide direct support to specific country program directors, managing the case portfolio and responding to executive-level issues and concerns.
  • Employ DSAMS, Security Cooperation Information Portal (SCIP), and related information management systems to support FMS case development and management efforts.
  • Support the development and maintenance of analytic products, including country summary papers, engagement sheets, information papers, and briefs.
  • Provide statistics and metrics to support the analysis and management of security assistance activities.
  • Provide advice, analysis, counsel, coordination, and prepare technical papers and briefs for meetings and conferences
  • Support the development and submission of various reports, including monthly Chief of Naval Operations (CNO) reports, annual FMS Forecast Reports, and other related quantitative and qualitative reports.
  • Support customer engagements, presentations, and client meetings as required.
  • Attend and maintain minutes for FMS enterprise activities and high-level meetings for the CPD.

Skills And Abilities

  • Extensive knowledge of FMS processes, policies, and regulations.
  • Strong analytical and critical thinking skills.
  • Excellent organizational and administrative skills.
  • Proficiency in using DSAMS, SCIP, and other information management systems.
  • Strong written and oral communication skills.
  • Ability to manage multiple tasks and prioritize effectively.
  • Experience in developing and maintaining analytic products and reports.
  • Ability to work collaboratively with various stakeholders and maintain effective coordination with DoD and DoN offices.

Required Qualifications

  • Bachelor’s degree with five years of experience in Security Assistance (SA)/FMS programs, acquisition support, international affairs, political science, business, and/or engineering.
  • Experience with FMS case development
  • Experience supporting Program Offices, PEOs, Joint, or OSD-level staffs is a plus.
  • Ability to work collaboratively with various stakeholders and maintain effective coordination with DoD and DoN offices.
  • SECRET security clearance
