Program Analyst (Senior), Strategic Engagements

Overview of the Position: The Senior Program Analyst supports long-term planning initiatives, outreach efforts, and other related tasks. This role requires extensive experience in program analysis, high-level planning, and executive support. The analyst will coordinate major outreach events, develop presentation materials, and provide critical support to Navy strategic priorities.

Responsibilities

  • Assist with the development of outreach plans and coordinate events related to Security Cooperation and Navy mission, vision, core themes, and strategic priorities.
  • Support major outreach events with external stakeholders, including multi-service/agency conferences, U.S. industry discussions, industry seminars, attaché ceremonial engagements, tradeshows, and expositions.
  • Perform administrative and analytical tasks such as collaborating on agendas, ensuring compliance with conference guidance, reserving meeting space, providing briefing materials, producing and distributing meeting minutes, gathering/researching data for management, and providing public affairs support.
  • Develop presentation materials and talking points/speeches for executive leadership.
  • Respond rapidly and accurately to incoming requests for information (RFI) of vital importance to FMS case development and sustainment.
  • Continuously improve relationships with U.S. industry and maritime partners, maximize agency-wide support for messaging, and educate the SC workforce to better respond to the environment of strategic competition.
  • Execute the agency’s strategic imperatives by aligning and managing resources, priorities, engagements, and messaging to meet stakeholder expectations.
  • Increase the Command’s local, regional, and national profile through various outreach outlets, including print media, outreach seminars, and the Command’s public-facing website.

Skills And Abilities

  • Knowledge of FMS programs and the roles and functions of the DoD SA/FMS process.
  • Strong analytical and critical thinking skills.
  • Excellent organizational and administrative skills.
  • Ability to develop and coordinate outreach plans and events.
  • Excellent written and oral communication skills.
  • Ability to manage multiple high-priority tasks and projects independently and as part of a team.
  • Ability to respond rapidly and accurately to requests for information.
  • Strong interpersonal skills for maintaining and improving relationships with various stakeholders.

Required Qualifications

  • Bachelor’s degree with ten years of relevant experience in high-level or highly sensitive areas, such as program analysis and evaluation, project planning and control, or serving as a functional expert on large, complex tasks.
  • Experience routinely supporting executive-level leadership (FO/GO, SES) is strongly desired.
  • Ability to work collaboratively with various stakeholders and maintain effective coordination with DoD and DoN offices.
  • SECRET security clearance
